City of Elgin Planning & Zoning Commission met Feb. 6.

The regular meeting of the Planning & Zoning Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman Cox in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.
Members Present: Karin Jones, Alejandro Lopez, Steven Migala, Berto Valdez, Jordan Wildermuth, and Chairman Cox.
Members Absent: Nancy Abuali.
Staff Present: Damir Latinovic, Senior Planner; and Marc Mylott, Director Community Development
APPROVAL OF MINUTES:
Motion made by Commissioner Wildermuth to approve the minutes of January 9, 2023, as submitted.
The motion was seconded by Commissioner Valdez.
The motion passed 5-0-1. (Abstain: Migala)
Oath Administered: The court reporter administered the oath to all persons desiring to testify.
CHAIRMAN PRO TEM:
Due to conflict of interest, Chairman Cox indicated he will recuse himself from the hearing for the next item, and asked for a motion to nominate a Chairman pro tem. A motion was made by Commissioner Lopez to nominate Commissioner Migala as the Chairman pro tem. The motion was seconded by Commissioner Valdez.
The motion passed 5-0-1. (Abstain: Cox)
PETITION TO BE CONSIDERED:
Consideration of Petition 01-23 – 357 Division Street
Requesting approval of a conditional use for a planned development with departures from the Elgin Municipal Code requirements for the number of required parking spaces, and any other departures as may be necessary or desirable, to establish an individual and family social service, more specifically refugee services and a social service center, on the top floor of the Holy Trinity Church administration building, at the property commonly referred to as 357 Division
Street, by the Chinese Mutual Aid Association (CMAA), as applicant, and Holy Trinity Church, as property owner.
One person spoke regarding the petition.
Commissioner Lopez moved to recommend that City Council approve Petition 01-23, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.
Commissioner Jones seconded the motion, which was adopted 5-0-1. (Abstain: Cox).
After the completion of the above petition item, Chairman Cox returned as the chairman for the remainder of the meeting.
Consideration of Petitions 47-22 & 48-22 - 418 Airport Road
Requesting an amendment to PAB Planned Area Business District Ordinance No. G88-04, with any departures from the Elgin Municipal Code requirements as may be necessary or desirable, to add “Commercial Operations Yards” [SR] (UNCL) as a conditional use, and approval of a conditional use to establish a commercial operations yard in the rear of 418 Airport Road, Units B and C for a manufacturer of lumber and wood products and wholesale distributer of residential storage solutions, all at the property commonly known as 400-450 Airport Road, by Backyard Storage Solutions, LLC, as applicant, and River Ridge Business Center 2 LLC, as property owner.
There was no public comment.
Commissioner Wildermuth moved to recommend that City Council approve Petitions 47-22 & 48-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Jones seconded the motion, which was adopted 6-0.
Consideration of Petition 03-23 – Text Amendment to the Zoning Ordinance An application by the City of Elgin to amend the text of Title 19 “Zoning” of the Elgin Municipal Code, 1976 as amended, to delete duplicative text, text that is or will be provided elsewhere in the Elgin Municipal Code, and outdated notes and references; to provide common language and/or phrasing for sections that generally serve the same purpose (e.g. those several sections throughout Title 19 “Zoning” that introduce definitions); to make current the titles of city officials, names of departments, and references to other codes adopted by the City of Elgin and to the Illinois Compiled Statutes; to strike references to the specificity of fees (as the amounts of fees are adopted by separate ordinance); to ensure all sections consistently implement the purpose and intent of previously adopted amendments; to correct scriveners errors; and to make other like amendments, all of which are part of a comprehensive amendment to the entire Elgin Municipal Code, 1976 as amended, to generally do the same.
There was no public comment.
Commissioner Migala moved to recommend that City Council approve Petition 03-23, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.
Commissioner Lopez seconded the motion, which was adopted 6-0.
