Approval of Minutes of Previous Meetings – February 8, 2023 

Initiatives and Other Items 

A. Design Engineering Services Agreement with HR Green, Inc. for the US 20 – Longcommon Parkway to Coombs Road Feasibility Study ($63,684) 

Objective: Completing the engineering studies necessary to evaluate alternatives for a commercially viable, multi-modal corridor and a future development needs analysis along US Route 20 from Longcommon Parkway to Coombs Road.

B. Dundee Avenue-Center Street-Villa Street Reconstruction Project Phase I Preliminary Engineering Design Services Agreement with Hampton, Lenzini and Renwick, Inc. ($356,533) 

Objective: Develop the preliminary engineering studies and reports necessary to obtain Illinois Department of Transportation design approval for the proposed reconstruction of the Dundee Avenue-Center Street-Villa Street. corridor and qualify for federal Surface Transportation Program (STP) and Federal Highway Safety Improvement Program (HSIP) funding.

C. Contract with Public Consulting Group, LLC for Consulting Services related to the Centers for Medicare and Medicaid Services Required Medicare Survey ($35,000) 

Objective: Obtain professional consulting services to prepare and submit required cost analysis reports for a Medicare reimbursement study that may lead to an increase in the Medicare reimbursement rate.

D. Juvenile Violence Intervention and Prevention—Youth Empowerment Program ($45,600) 

Objective: Contract with community liaisons to provide administrative duties inclusive of home visits and other programming while working in conjunction with the police department and community partners for the juvenile violence intervention and prevention Youth Empowerment Program.

E. Amendment Agreement for City Hall Roof and Paver Replacement ($128,637) 

Objective: Repairing steel and roof flashing located below the paver system at City Hall.

F. Amendment Agreement for Hemmens Cultural Center Roof and Paver Replacement ($13,705) 

Objective: Replacing the roof and paver system on the east side of the Hemmens Cultural Center.

G. Amendment Agreement with Cordogan Clark & Associates, Inc. (A/E) & Cordogan Clark Consulting Services, Inc. (CM) for Construction Management Services for the Hemmens Cultural Center North Side Renovation and Addition ($1,067,350) 

Objective: Contract with an architecture, engineering and construction management firm to manage construction for the Hemmens Cultural Center North Side Renovation and Addition.

H. Laserfiche Enterprise Content Management System Renewal ($43,682) 

Objective: Allow for the processing efficiency and document security for city staff in the management, storage and retrieval of documents, both paper and electronic.

I. Amendment with Payments for Credit Card Processing Merchant Services (No Direct Cost to the City) 

Objective: Continue to allow for online credit card payments for a variety of city services.

J. Athletic Facility Improvement Funding ($50,000) 

Objective: Provide financial assistance to Elgin-based sports organizations for making capital improvements to city-owned property.

K. Service Agreements with Independent Fitness Contractors ($64,000) 

Objective: Provide patrons of The Edward Schock Centre of Elgin with quality fitness instruction and personal training.

L. Recodification of the Elgin Municipal Code (Additional $6,120) 

Objective: Provide an updated municipal code.
