Village of Wheeling President and Board of Trustees met Dec. 5.

Here are the minutes provided by the board:

1. Call to Order at 6:30pm

Present: Pat Horcher, Mary Krueger, Ray Lang, Jim Ruffatto, Joe Vito, Dave Vogel

Trustee Mary Papantos joined the meeting at 6:50pm.

4. Approval of Minutes

Approval of Minutes for the Regular Meeting of November 21, 2022

Motion by Dave Vogel, second by Mary Krueger to approve Minutes as presented.

6. Proclamations, Congratulatory Resolutions, and Awards

A. "Arresting Cancer" Presentation

Crime Prevention Officer Phil Kim spoke about the "Arresting Cancer" event and introduced Marlie Pykelny from the American Cancer Society, and David Bear, Owner/Operator of Bear Family Restaurants. Ms. Pykelny thanked the Wheeling Police Department and Bear Family Restaurants for hosting this event. Mr. Bear presented a check for $1,000 to Ms. Pykelny.

B. Life Saving and Company Citation Awards

Fire Department Chief Michael McGreal spoke about the events that took place on August 30, 2022, involving a resident in cardiac arrest. Chief McGreal presented the following awards:

RED Center 911 operator Jacqueline Miller was presented with the Life Saving Award.

Company Citation Awards were presented to Long Grove Fire Protection District Firefighter/Paramedics Mike Gallagher, and Nick McDowell, Wheeling Battalion Chief Mark Menzel, and Firefighter/Paramedics Jason Macauley, Jeff Goolish, and Joe Dina.

President Horcher thanked everyone for the work they do.

9. Citizen Concerns and Comments

Debbie Acevedo spoke about decorations in the Village.

10. Staff Reports

Public Works Director Dan Kaup announced a Catalytic Converter Marking Event on December 8 from 3-5pm, to be held at Public Works.

Clerk Brady read the Consent Agenda into the record.

11. Consent Agenda-All items listed on the Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion. There will be no separate discussion of these items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered after all other Agenda items.

A. Resolution 22-128 Authorizing the Execution of a First Amendment to the Service Agreement between the Village of Wheeling and Health Inspection Professionals, Inc. for Health Inspection Services in the Amount of $150,000 over a Three-Year Period

B. Resolution 22-129 Approving a One-Year Renewal Contract with Clean Cut Tree Service Inc. for Creek and Waterway Maintenance in an Amount Not to Exceed $30,000 for FY 2023

C. Resolution 22-130 Waiving Competitive Bidding and Accepting a Proposal from Core & Main for Sensus Omni Registers and Measuring Chambers in an Amount Not to Exceed $146,270 in FY 2023.

D. Resolution 22-131 for Maintenance Under the Illinois Highway Code (Section 23-00000-00-GM)

E. Resolution 22-132 to Permit Construction on State Highways to Make Emergency Pavement Openings to Repair Broken Water Mains, Sewers, or Other Village-Owned Facilities

F. Resolution 22-133 Approving a Second and Final One-Year Renewal Contract with Crystal Maintenance Services, Corp. for Janitorial Services Not to Exceed $85,260 in FY 2023

G. Ordinance 5551 Amending the Wheeling Municipal Code to Increase Certain Fees Annually by a Rate Equivalent to the Consumer Price Index as Calculated by the United States Department of Labor or at a Maximum Rate of Three Percent

H. Ordinance 5552 Amending Chapter 1.26 of the Wheeling Municipal Code Regarding Village Fees and Charges

President Horcher asked for a motion to approve the Consent Agenda as presented.

Motion by Dave Vogel, second by Jim Ruffatto.

A. Public Hearing Re: 2023 Village of Wheeling Annual Budget

President Horcher read the Public Hearing title and Rules into the record. The Public Hearing opened at 6:48 p.m.

President Horcher asked if any member of the public wished to be recognized. Seeing that no member of the public wished to be recognized, President Horcher asked for a Motion to close the Public Hearing.

Motion by Mary Krueger, second by Jim Ruffatto to close the Public Hearing.

Final Resolution: Motion Approved, the Public Hearing closed at 6:49 p.m.

B. Ordinance 5553 Granting Special Use Approval for the Operation of a Business Maintenance Service, 966 Seton Court (Apollo Commercial Maintenance) [Docket No. 2022-42]

Clerk Brady read the legislation title into the record. Community Development Director Ross Klicker introduced the item. There were no questions from the Board.

Motion by Mary Papantos, second by Ray Lang.

Clerk Brady read the legislation title into the record. Manager Sfondilis introduced the item. CEA Executive Director Jeffrey Miller was present, outlined the amendment, and answered questions from the Board.

Motion by Dave Vogel, second by Jim Ruffatto.

Clerk Brady read the legislation title into the record. Village Attorney James Ferolo reviewed the amendment and answered a question from the Board.

Trustee Papantos thanked the Lakota Group for putting the presentation together and for listening to the businesses and residents of Wheeling related to this project.

President Horcher asked for a motion to approve the Bills as presented.

President Horcher asked for a Motion to recess to enter Executive Session for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee or employees of the Village.

Motion by Jim Ruffatto, second by Mary Krueger, to recess into Executive Session and to adjourn the meeting directly from Executive Session.

Final Resolution: Motion carried by Roll Call vote, the open meeting recessed at 7:25pm.
