Village of Palatine Animal Registration

Register your pet online with the Village of Palatine at palatine.il.us. There is no longer a fee required and no tag will be issued with the new registration process.

Final Curbside Leaf Collection

A final leaf pickup began today, Monday, November 14th and will continue all week. All zones must have their leaves in the street and ready for pickup.

A. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE – Time: 7:02 PM KOLLIN KOZLOWSKI, CHAIRMAN

1. Consider a Motion Authorizing the Village Manager to Execute a First Amendment to the Facade and Property Improvement Reimbursement Agreement for the Property at 30 - 60 W. Palatine Road - Approved by Voice Vote (Council District: Six)

Village Manager Reid Ottesen recommended approval of the request for an extension until August 2023, for the completion of the Property Improvement Agreement for 30-60 W. Palatine Road and associated TIF assistance. Due to material supply issues and upcoming winter weather, the property owner is requesting an extension to the required completion deadline.

2. Consider a Motion Granting Preliminary Planned Development Approval for a Three-Story Apartment Building at 101 W. Palatine Road - Approved by Voice Vote (Council District: Two)

Planning & Zoning Director Ben Vyverberg presented the petitioner's request for a Preliminary Planned Development for a 3-story, 18-unit apartment building and roof-top and ground floor amenity area with 34 assigned garage parking spaces. A 5-foot setback from Palatine Road provides sidewalk set back from traffic and landscaping. Vyverberg reviewed details of the proposal including bulk and height comparison to area buildings and density. He noted balconies extending over right-of-way, 13 feet above ground level, which is not uncommon in the area, citing the Providence.

Village Manager Reid Ottesen explained the lack of retail space.

Councilman Helms thanked staff for acquainting the petitioner with the land use guide and their combined vision for this corner location. He is concerned about security of the open garage; the heated garage is a positive.

Councilman Kozlowski expressed concern for objects falling off the balconies 13 feet above ground. Ottesen showed examples of the Providence Building and noted the garage will be exposed to the south and west.

Mayor Schwantz appreciated the ability to turn right on red light. Ottesen stated a 1.7 ratio for parking is the optimum number in the Village.

Councilman Myslinski complimented the balconies and adjustments made in response to the Plan Commission, but noted the trees on the easements must be tall and narrow.

In response to Councilman Kozlowski, Ottesen explained that the greenway was a safety measure intended to distance pedestrians from traffic.

Councilman Solberg complimented the proposal.

Jim Tinaglia, developer, expressed appreciation for Plan commission and staff suggestions. Parking is always the first consideration. The additional 5 feet to the right-of-way on Palatine Road for safety is currently not included along Brockway, but could be remedied. Utility easements may or may not be fixed, so the easements were accommodated with angled supports. Consideration was given to properties to the south and west. We will have a hold harmless agreement with the Village regarding the balconies. The Palatine Road sidewalk will hug the building for safety.

In response to Councilman Lamerand, Tinaglia assured the building process would utilize staging along Brockway.

Councilman Millar noted the Providence has awnings above street level windows, below balconies.

The Plan Commission voted 5-2 to approve the Preliminary Planned Development and staff concurs.

1. Consider an Ordinance Granting a Minor Special Use Amendment for the Final Interior Signage Plan for the Armanetti Liquor Store at 44 W. Illinois Avenue - Motion Carried by Voice Vote (Council District: Two)

Village Manager Reid Ottesen presented Armanetti's Liquor Store's final interior sign plan, that was part of the Special Use granted May 9, 2022. The interior sign plan is acceptable to staff, with one additional interior 2-foot square static "Open" sign. Staff recommends approval.

1. Consider Continued Discussion of the CY 2023 Proposed Budget & Capital Investment Plan - Councilman Millar introduced the CY 2023 Budget Review.

Village Manager Reid Ottesen reported the first hearing of the budget presentation was last Monday, November 7, during a Special Meeting of the Business, Finance and Budget Committee. Ottesen noted some highlights. This second hearing is open for any follow-up questions from the Committee. The required Public Hearing will be Monday November 21, 2022, with final Council adoption on December 5, 2022. The CY 2023 Proposed Annual Budget and Capital Investment Plan totals $132,926,134, representing an increase of 6.29% over the CY 2022 budget. Staff recommends continued discussion of the public budget review process. Ottesen stated a typical homeowner would see a 2% reduction in Village taxes.

Councilman Kozlowski recommended a press release on our extraordinary budget, noting that this budget drives every decision on this Council.

Ottesen responded that we do have a postcard mailer prepared to go to all residents regarding the budget.
