City of Elgin Heritage Commission met Aug. 2.

Here are the minutes provided by the commission:

A. The meeting of the Elgin Heritage Commission was called to order at 6:00 p.m. in the City Council Chambers by Chairman John Marston.

1. Members Present: Brian Anderson, Rebecca Hunter, Marge Rowe, Dennis Roxworthy, Scott Savel, and John Marston.

2. Members Absent: John Regan, Janine Hnatusko, John Wiedmeyer

3. City Staff Present: Christen Sundquist, Historic Preservation Planner

B. Approval of Minutes:

1. A motion was made by Commissioner Anderson to approve the June 7, 2022 minutes as submitted. The motion was seconded by Commissioner Hunter.

The motion passed 5-0-1 (Roxworthy abstained).

C. Recognize Persons Present: None

D. Plaque applications:

1. None.

E. Old Business

1. Reports from Neighborhood Groups on Heritage Related Activities

a. Commissioner Rowe noted that the Elgin History Museum’s car show had around 140 cars and 400 visitors. It was the best attended car show to date.

b. Commissioner Rowe stated that there is a new exhibit at the Elgin History Museum which focuses on the Fox River.

c. Commissioner Rowe stated that the wind mill was finally restored and put back on July 27th. The goal is to have it inspected every three years. She noted that G. Rowe coordinated the initial effort in 2013.

d. Commissioner Rowe continued and noted that the Lords Park Zoo has two more weeks left of its season and overall the summer has had great attendance. e. Chairman Marston thanked all that walked in the Fourth of July parade.

2. 2022 Elgin Heritage Commission Goals

a. Historic Resources Survey

R. Hunter noted that she has the histories of 11 out of 20 blocks completed.

b. Elgin Historic District and Landmark Design Guidelines

A motion was made by Commissioner Roxworthy to approve spending an amount of $868.42 for the purchase of 25 printed copies of the Elgin Historic District and Landmark Guidelines. The motion was seconded by Commissioner Savel.

The motion passed unanimously.

c. Bungalow Website

No update

d. Farmers Market – August 26th Local History Day

Staff asked those who are able to attend to let her know and to specify what shift they can take over. It was noted that we need two Commissioners for each shift. e. Design Review Subcommittee - Updates

F. New Business

1. Elgin Heritage Commission Budget

a. Memberships – NAPC and Landmarks Illinois

A motion was made by Commissioner Roxworthy to continue our memberships with the National Alliance of Preservation Commissions and Landmarks Illinois. The motion was seconded by Commissioner Savel.

The motion passed unanimously.

b. Replacement Plaque, Bungalow Plaque, Plaque Materials

Staff noted that we have three requests for replacement plaques. We also have only one Bungalow Plaque left. We also currently have four blank Heritage plaques and will require more to be made next year. It was noted that to create 24 blank plaques it will cost $180-$200 in material.

H. Adjournment

A motion was made by Commissioner Savel to adjourn the meeting. The motion was seconded by Commissioner Rowe and passed unanimously. The meeting was adjourned at 7:07 p.m.
