City of Elgin Planning & Zoning Commission met Aug. 1.

Here are the minutes provided by the commission:

The regular meeting of the Planning & Zoning Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman Cox in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.

Members Present: Nancy Abuali, Alejandro Lopez, Karin Jones, Steven Migala, Berto Valdez,

Jordan Wildermuth, and Chairman Cox.

Members Absent: None.

Staff Present: Damir Latinovic, Senior Planner.

APPROVAL OF MINUTES: Motion made by Commissioner Migala to approve the minutes of July 11, 2022, as submitted. The motion was seconded by Commissioner Lopez. The motion passed 5-0-2. (Abstain: Lopez & Wildermuth)

Oath Administered: The court reporter administered the oath to all persons desiring to testify.

PETITION TO BE CONSIDERED:

Consideration of Petition 25-22 Requesting a conditional use to establish a commercial event space for activities pertaining to the assembly of people at the property commonly referred to as 28 Tyler Creek Plaza, by Gilberto Conejo as applicant, and J7J Covina Center LLC, as property owner.

Per applicant's request, and staff's recommendation, Commissioner Jones made a motion to continue Petition 25-22, to the next regularly scheduled Planning and Zoning Commission meeting on September 12, 2022, at 7 pm.

Commissioner Abuali seconded the motion, which was adopted 7-0.

Consideration of Petition 27-22 Requesting a conditional use to establish a physical fitness facility at the property commonly referred to as 30 DuPage Court, by Erick Arevalo, as applicant, and Legend Partners LLC, as property owner.

No objectors were present.

Commissioner Abuali moved to recommend that City Council approve Petition 27-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Wildermuth seconded the motion, which was adopted 7-0.

Consideration of Petition 28-22 Requesting a conditional use to establish a recycling center within the existing multi-tenant light industrial building at the property commonly referred to as 300 Corporate Drive, by Evterra Recycling, LLC, as applicant, and Prologis, L.P., as property owner.

No objectors were present.

Commissioner Lopez moved to recommend that City Council approve Petition 28-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 7-0.

Consideration of Petition 26-22 Requesting a variation from Section 19.20.135 “Site Design”, pursuant to Section 19.12.800 “Authorized Site Design Variations", to permit the construction of an attached three-season sunroom 23 feet from the rear property line where a minimum 30-foot rear yard setback is required at the property commonly referred to as 675 Carlton Drive, by Zach Zielinski, as applicant, and Laura and George Honig as property owners.

Two persons spoke and provided comments regarding this petition.

Commissioner Migala moved to approve Petition 26-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Lopez seconded the motion, which was adopted 7-0.

OTHER BUSINESS: None.

PENDING DEVELOPMENT APPLICATIONS: Mr. Latinovic gave a summary of pending applications.

ADJOURNMENT: Motion to adjourn was made by Commissioner Abuali. The motion was seconded by Commissioner Migala. The motion passed unanimously.

The meeting of the Planning & Zoning Commission was adjourned at 7:58 p.m.
