1. Palatine Liquor Commission - Regular Meeting - June 6, 2022 - Accepted

1. Consider Applications for Class D (Restaurant) Liquor Licenses for Current Class D-1 Liquor License Holders - Approved by Voice Vote

Village Manager Reid Ottesen reported these are the nine establishments that held a Class D-1 liquor license. With this approval, as of July 1, 2022, they will all have a Class D liquor license.

2. Consider Applications for Class VG (Video Gaming) Liquor Licenses for Current Class D Liquor License Holders - Approved by Voice Vote

Village Manager Reid Ottesen reported that 12 establishments have applications on file for video gaming, the nine ready to come forward are: Alley 64, Donkey Inn, Durty Nellies, Gators Wing Shack, J L's Pizza, Lamplighter Inn, P's & Q's Restaurant, Schnell’s and T.J. O'Brien's. A site visit was completed for each establishment. We met with the owner, and in most cases the terminal operator, to review the code requirements regarding terminal location, screening, area for age 21 and over and wall separation. Three establishments are using a separate space for video gaming. The State will interview the applicant and conduct a site inspection. Staff will conduct a second visit to ensure all requirements are satisfied. Window screenings will be required with a second visit to review the space. With Council approval, staff will transmit the VG license. Establishment owners know the terms and conditions with having a video gaming license. They have been very responsible throughout the process.

Mayor Schwantz reported the Ordinance is clear, and three establishments chose the opportunity to create restricted areas with walls and/or separate rooms. The video gaming room are visible from the bar for all three of these establishments. The entrance way needs to be visible from the bar. Lamplighter’s video gaming area is in the front room with the bar, T.J. O'Brien's is in the secondary bar and J L's has a separate room. All have, or are the in process of getting, the 25 feet of the front entrance covered by video surveillance.

Mayor Schwantz noted that video gaming is a privilege and appreciates the hard work put in to making this happen.

In response to Councilman Kozlowski, Ottesen reported the terminals will turn on, realistically, in a couple of months.

Scott Malik of Palatine and representative of J & J Gaming mentioned that a state gaming agent will review each site. He estimated two months before any license would be approved. Ultimately, it is up to Palatine to determine the go live date.

In response to Councilman Helms, Ottesen explained that the Village requires video surveillance coverage of 25 feet of the establishment entrance and 30 days of recording capabilities. These are additional requirements above what the State requires. Our code also requires signage noting the premise is under video surveillance.

In response to Mayor Schwantz, Ottesen reported the final issue of the video gaming license is similar to a liquor license. The establishment will not be issued a video gaming license until they satisfy all internal requirements. A final site inspection will then take place.

Village Manager Reid Ottesen announced this corresponds with what was considered earlier this evening.
