City of Elgin Committee of the Whole met May 11.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw (attended via phone), Steffen, Thoren, and Mayor Kaptain. Absent: None.

Mayor Kaptain asked if there were objections to Councilmember Shaw attending electronically. No motion was made to object and Councilmember Shaw attended electronically.

Approval of Minutes

Councilmember Martinez made a motion, seconded by Councilmember Thoren, to approve the minutes of the April 27, 2022 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Thoren. Nays: None. Mayor Kaptain abstained.

Agreement with Simple Recycling for Textile Collection Service

Councilmember Powell made a motion, seconded by Councilmember Dixon, to enter into an agreement with Simple Recycling to continue collecting textiles from residents for recycling under a revised business model in order to reduce residential landfill waste. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Initiative Amendment No. 2 to Engineering Services Agreement with Strand Associates, Inc. for Treatment Facility Engineering Projects

Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve Amendment No. 2 to the agreement with Strand Associates, Inc. in the amount of $189,000 to provide the City with engineering services to evaluate, design and provide construction services related to facility improvements at various Utility Department facilities including the Leo Nelson Riverside and Airlite Water Treatment Plants. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Amendment No. 6 to Engineering Services Agreement with HR Green to Add Construction Engineering Services to the Bluff City Boulevard Sewer Separation Project

Councilmember Rauschenberger made a motion, seconded by Councilmember Martinez, to amend the current agreement with HR Green to add scope and a fee of $402,348 in order to provide engineering services for the Bluff City Combined Sewer Separation Project to strengthen the City’s neighborhoods and reduce incidence of effluent into the Fox River. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Acceptance of Public Improvements and Easement for Watermain within the site located at 1001 North Randall Road

Councilmember Dixon made a motion, seconded by Councilmember Steffen, to approve the acceptance of the public improvements and related easement for ownership and maintenance within the site located at 1001 North Randall Road in order to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Initiative Resolution for Improvement under the Illinois Highway Code – 2022 Central Area Resurfacing Project – Section Number 22-00194-00-RS

Councilmember Dixon made a motion, seconded by Councilmember Steffen, to approve the motor fuel tax resolution in the amount of $120,000 in order to provide funding for construction engineering services to be provided by Gewalt Hamilton Associates, Inc. in relation to the 2022 Central Area Resurfacing Project, Section Number 22-00194-00-RS. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Agreement for Design Engineering Services with Trotter and Associates, Inc. for the US Route 20 and Reinking Road Roundabout Improvement Project

Councilmember Dixon made a motion, seconded by Councilmember Martinez, to enter into an agreement with Trotter and Associates, Inc. for an amount not to exceed $426,505 to provide engineering services for the final design and preparation of construction documents for the roundabout intersection at US Route 20 and Reinking Road. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Agreement with Raftelis for Strategic Planning Services

There was discussion regarding the process, including who were the key players, the role of the public, the council, and staff.

Councilmember Good made a motion, seconded by Councilmember Dixon, to approve an agreement with Raftelis in the amount of $99,500 for consulting services to guide the creation of the City’s next strategic plan. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Proposed Amendments to Crime Free Housing Ordinance

Corporation Counsel Cogley provided an overview of the proposed changes to the ordinance. There was discussion regarding the changes, and how this ordinance compared to the Cook County’s Just Housing ordinance. It was noted that several changes were based on changes to cannabis laws, and the Human Rights Act.

Councilmember Powell made a motion, seconded by Councilmember Dixon, to approve moving forward with the proposed amendments to the City’s Crime Free Housing Ordinance and Landlord Training Program as outlined in the memo to council. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Amendment to Group Facilitator Agreement with Kearns & West for Community Task Force on Policing

There was discussion regarding the challenges to the recommendation process for the task force including conducting meetings online. Also discussed were the expectations of the task force if the contract was to be extended. Members of the task force spoke about their experiences and expressed their thoughts on the current state of the process and when they felt recommendations would be completed. There were concerns about recent member resignations from the task force and challenges of holding meetings over the summer.

Councilmember Dixon made a motion, seconded by Councilmember Steffen, to reduce the number of task force member to sixteen. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmembers Martinez and Thoren.

Councilmember Rauschenberger made a motion, seconded by Councilmember Dixon, to amend the professional services agreement with Kearns & West for a not-to-exceed amount of $95,000 to continue its work as group facilitators for the City’s community task force on policing and amend Ordinance G45-21 establishing the Community Task Force on Policing to require a final report and recommendations from the task force to be submitted to the city council not later than September 1, 2022. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmembers Martinez and Thoren.

Announcements from Council

Councilmember Powell congratulated Billy Rodriguez on 37 years with the city.

Councilmember Martinez commended Public Works staff for being recognized for sustainability efforts of beet juice mixture reducing salt on roadways. Also for the ongoing LED street light replacement project.

Mayor Kaptain thanked everyone for the well wishes as he recovered from a recent surgery.
