Village of Buffalo Grove Committee of the Whole met May 2.

Here are the minutes provided by the committee:

CALL TO ORDER

President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.

ROLL CALL

Roll call indicated the following present: President Sussman; Trustees Stein, Ottenheimer, Weidenfeld, Johnson, Smith, and Pike.

Also present were: Mike Skibbe, Deputy Village Manager/Director of Public Works; Nick Standiford, Acting Village Attorney; Chris Black, Finance Director; Art Malinowski, Director of Human Resources; Katie Golbach, Human Resource Management Analyst; Evan Michel, Management Analyst; Darren Monico, Village Engineer; Brett Robinson, Administrative Services Director; Jessie Brown, Deputy Village Clerk; Police Chief Casstevens; Police Sergeant Rodriguez; Officer Malcolm Baker; and Fire Chief Baker.

The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics, with staff answering questions from the Board on each topic.

PROCLAMATION – BE KIND TO ANIMALS WEEK

Denice Bocek read a Proclamation recognizing May1-7, 2022 as Be Kind to Animals Week, and urged all residents to provide their pets with the care that they need.

PROCLAMATION – MUNICIPAL CLERKS WEEK

Village Board members read a Proclamation recognizing May 1-7, 2022 as Municipal Clerks Week and expressed appreciation to all Municipal Clerks for the vital services they perform and their dedication to the communities they represent.

AT-RISK RESIDENTS

Mr. Michel introduced the program to provide special programs for “At-Risk” residents, after which Officer Malcolm Baker presented a more detailed update regarding a collaboration between the Rick Kahen Commission for Residents with Disabilities, the Buffalo Grove Police Department, and the Buffalo Grove Community Foundation to expand the services available to those registered with the "At-Risk Resident" program database by creating wearable HEALTH ID tags and Police Department-issued identification cards.

Board members commended and thanked everyone involved for creating this program that will be a tremendous asset to many members of our community, as well as a huge help to the Buffalo Grove Police Department.

POND/BASIN MANAGEMENT

Mr. Monico presented an update to the detention basin and native area management policy for property owners, details of which are contained in his memo to Mr. Bragg of April 18, 2022. Public Works will be shifting toward a proactive approach, working with property owners to identify problems before they turn into drainage or flooding issues.

CODE REVIEW TITLE 5

Mr. Robinson presented an overview of the proposed changes to Title 5 of the Buffalo Grove Municipal Code, details of which are contained in the memo from him and Ms. Brown to Mr. Bragg of April 26, 2022.

The Board expressed appreciation to Mr. Robinson and Ms. Brown for the tremendous amount of time and effort that they have put into this much needed project.

QUESTIONS FROM THE AUDIENCE

President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight’s agenda; there were no such questions.

ADJOURNMENT

Moved by Weidenfeld, seconded by Stein, to adjourn the meeting. Upon voice vote, the motion was unanimously declared carried. The meeting was adjourned at 7:58 P.M.
