Motion was to approve Items A. and B.
Village Manager Reid Ottesen explained, at residents' request, staff is proposing a 50/50 program for curb and apron replacement prior to the resurfacing of streets with a very favorable bid.
Public Works Director Matt Barry detailed this year's annual street resurfacing program including 8.2 miles of street for resurfacing. The low bid is 15.3% under estimate. Staff recommends the 2022 Street Resurfacing contract be awarded to Arrow Road Construction of Elk Grove, Illinois in the amount of $2,758,758.
Barry proposed using approximately $537,000 resurfacing savings to resurface Anderson Drive, from Rohlwing Road to Williams Drive; and recommended a contract for Anderson Drive Resurfacing with Arrow Road Construction Company of Elk Grove, Illinois in the amount of $267,000.

B. Consider a Motion to Approve a Contract for the 2022 Anderson Drive Resurfacing Project - Approved (Council District: Four)
C. In-House Milling and Paving Program Discussion -
For discussion, Public Works Director Matt Barry proposed an April milling and May paving program: in April, renting a milling machine to mill identified streets and offer residents along the affected streets the option to participate in the 50/50 Curb and Apron Replacement Program. Residents would obtain their own quotes and building permits. Apron and/or curb replacement by their contractors to occur prior to the resurfacing work. After milling and paving work is complete, residents would submit their invoices to Public Works for review and inspection. Approved work would be reimbursed at 50% of the homeowner’s cost.
In response to Mayor Schwantz, Barry stated that homeowners’ bids would be reviewed by the Village.
Village Manager, Reid Ottesen expects about 10% of residents to take advantage of this program and added that the 50/50 sidewalk program is also available.
Councilman Lamerand asked about the PCI projection of 2 point pick up. Barry confirmed more funds are available including Rebuild Illinois.
Councilman Millar recommended instructing the vendor to improve on replacing earth on edges of curb replacement.
Councilman Myslinski noted it is the homeowner's responsibility to seed and maintain the curbside area.

1. Consider a Motion to Approve Items Related to the Village of Palatine's 2022 Street Fest - Approved by Voice Vote (Council District: Six)
Village Manager Reid Ottesen presented the request to approve various waivers and temporary street and lot closures for 2022 Street Fest, Friday, August 26 through Monday, August 29 and to authorize the Village Manager to enter into contracts/agreements related to the 2022 Downtown Palatine Street Fest, subject to review and approval by the Village Attorney. Ottesen proposed, if space is available, to allow food vendors from outside the Village of Palatine and to replace Kids Zone, in Towne Square, with a quieter, family oriented "Backyard BBQ" themed area to include: sponsor tents, backyard games (cornhole, bocce ball etc.), children's entertainment and a satellite bar. Staff has presented this idea to Duff Entertainment who is working to implement it with speakers.
In response to Councilman Millar, Ottesen stated that after local food vendors and out of town vendors, including food trucks will be considered.
Councilman Myslinski considered fee reimbursement to help cover losses in bad weather. Ottesen favors a fixed fee, noting the Village loses in bad weather, too.
