1. 7-Eleven Special Use Transfers:

Motion was to approve both Items A. and B.

Community Development Director Mike Jacobs presented 7-Eleven's request for a transfer of the 2007 Special Use to permit continued operation of the food mart at 753 W. Palatine Road.

Jacobs also presented 7-Eleven's request to acquire the Special Use for corporate to continue operation of the Service Station and Food Mart at 799 W. Northwest Highway, with no proposed changes to the business operations.

1. Saint Patrick's Day Events (Council District: Six):

Motion was to approve Items A. and B.

Community Development Director Mike Jacobs presented Durty Nellie's request for approval of St. Patrick's Day Parade on Saturday, March 12, 2022, temporary closure of streets and a sound waiver from noon to 10 PM.

Jacobs presented Tap House Grill's request for a sound waiver for St. Pat's Party on March 11 and 12 (Friday - Saturday), 2022, in a 40'x80' tent in their parking lot with dueling pianos and speakers on Friday night, and live music and DJ on Saturday.

Melanie Santostaphano and Jim Dolezal promoted the St. Paddy's event, again with a new traditional Irish breakfast from 8:30-10:30 with the parade at 11:00 am. Originally opened on March 17, 1972, Durty Nellie's is also celebrating 50 years in business.

Councilman Lamerand commended Durty Nellie's for hosting the event which energizes the downtown.

B. Consider a Motion Approving a Waiver of the Village of Palatine's Sound Amplification Ordinance for the St. Pat's Party on March 11 & 12, 2022 at Tap House Grill, 56 W. Wilson Street - Approved (Council District: Six)

1. Consider a Motion to Approve the 2022 Summer Farmers' Market and 2022- 2023 Winter Farmers' Market - Approved by Voice Vote

Village Clerk Marg Duer presented the Palatine Farmers' Market request for the 2022 Summer Market and for the 2022-2023 Drive-Thru Winter Market outside, both in Parking Lot B. She thanked Palatine Police, Public Works and Health Department for their efforts supporting the Market.

Nghi Loi Pappas, Co-President of Sister Cities explained the outdoor Winter Drive-Thru Market offering no-contact pre-ordered drive-through service and walk up venue every first and third Saturday through April.

D. INFRASTRUCTURE & ENVIRONMENT COMMITTEE – Time: 7:10 PM

TIM MILLAR, CHAIRMAN

1. Traffic Restrictions:

The motion was to approve Items A. and B.

Public Works Director Matt Barry reported, in response to citizen concerns, and due to the high pedestrian traffic and the risk of pedestrian accidents, staff recommends the prohibition of U-turns on South Cedar be added to the Village Code.

Mayor Schwantz, and Councilman Lamerand noted the "no left turn" at Michigan and this "no U-turn" will improve safety in the school and park area.

Barry reported due to high pedestrian and bicycle traffic in the area of the multi family and commercial section of Baldwin Road from Dundee Road to Gardenia Lane, staff recommends extending the parking restrictions on Baldwin Road.
