Presentation by the Environment Natural Resources Commission on 2022 Goals & Sustainability Initiatives
The Village's Environment & Natural Resources Commission (ENRC) gave a presentation on their 2022 goals and sustainability initiatives. Some of the ENRC's 2022 goals include:
- Holding "No Mow til Mother’s Day" through Mother's Day which promotes reducing mowing to encourage pollination of plants;
- Implementation of the Urban Forest Management Plan;
- Implementation of the Tree Planting Cost Sharing Program;
- Update of the Plan for Nature;
- Cleanup of the Chicago River; and
- Initiating the TreeKeepers Partnership with Openlands which is an organization that trains volunteers to conduct basic tree care of new public tree installations.
Additionally, the ENRC presented the Board with various sustainability initiatives they would be exploring including various green infrastructure opportunities, reducing emissions through intelligent traffic management systems, promoting waste reduction and composting, and evaluating electric charging stations.
The Board expressed support for the initiatives and requested policy recommendations from the ENRC at a future meeting. These initiatives will support the mission of making Glenview a leader in environmental sustainability by preserving, protecting, and enhancing the Village's natural resources.
Preliminarily Approved the Expansion of Glenbrook Hospital
The Board preliminarily approved the two-phase 230,000 square-foot expansion of Glenbrook Hospital, comprising NorthShore health system's "heart center" for cardiac and vascular procedures. Improvements include the construction of building additions to the existing hospital site, expansion of the parking lot, modifications to lighting and landscaping, and new signage.
The first phase includes the construction of a 165,000 square-foot one-story building addition and the expansion of the parking lot at the east end of the site. Phase two includes the construction of a multi-story addition comprised of 65,000 square-feet which will be located above the Phase 1 improvements. Together, the additions would comprise NorthShore Health system’s “heart center” for cardiac and vascular procedures including six new operating rooms, nine new labs, and new inpatient rooms. This item will be on the Board agenda on March 1 for final approval.
Preliminarily Approved Outdoor Dining Amendments
The Board preliminarily approved amendments to the Village ordinance codifying several provisions relating to Outdoor Dining.
The pandemic has resulted in changed customer behavior and restaurant dining operations. To continue supporting restaurants in their operations, the Board approved the following provisions to the Village ordinance relating to Outdoor Dining:
- Allow for outdoor dining on private property up to 365 days per year;
- Extend the outdoor dining season on public property from March 1 to November 30;
- Allow for tents;
- Allow temporary waivers of minimum parking provisions; and
- Codify life safety and capacity provisions.
This item will be on the Board agenda on March 1 for final approval.
Approved Purchase of 966 Waukegan Road, Former "Scot Cleaners"
The Board approved the purchase of a downtown property located at 966 Waukegan Road, previously occupied by Scot Cleaners. This property was identified as a "spark site" during the Glenview Connect process and represents another positive in the implementation of the Downtown Strategic Plan.
The proposed future use of the site is to create additional public parking that would be shared with the existing tenants. This will create a more efficient parking area and room for a potential new restaurant development along Glenview Road at the river.
The funding for this project will come from the $1 million allocated for Downtown parking improvements in the Permanent Fund. The Permanent Fund was established in 1996 for the purpose of promoting one-time investments within the community outside of The Glen.
