Here are the minutes provided by the board:

1. Call to Order at 6:35 p.m.

2. Pledge of Allegiance - N/A

3. Roll Call - President Horcher called the roll:

Present: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel President Horcher asked for a motion to appoint Executive Coordinator Lisa Leonteos as temporary Clerk for this meeting. Motion by Mary Papantos, second by Mary Krueger.

8. Administration of Oaths

President Horcher administered the following oaths of office:

A. Firefighter/Paramedic, Mitchell Hightower

B. Firefighter/Paramedic, Jack Lewis

President Horcher welcomed Mr. Hightower and Mr. Lewis, and thanked their families for sharing them with Wheeling.

9. Citizen Concerns and Comments

Cheri Klumpp read a memo regarding planned Village street work on 11th Street and stated that she is opposed to adding sidewalks.

10. Staff Reports

Economic Development Director Patrick Ainsworth introduced the new Wheeling brochure.

11. Consent Agenda-All items listed on the Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion. There will be no separate discussion of these items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered after all other Agenda items.

Acting Clerk Leonteos read the Consent Agenda into the record.

A. Resolution 22-001 Authorizing the Village President and Village Clerk to Execute an Architectural and Design Services Contract with 845 Design Group PC for Fire Station 42 in the Amount of $221,000

B. Resolution 22-002 Waiving Competitive Bidding and Authorizing the Village President and Village Clerk to Execute a Construction Manager Contract Including Riders with W.B. Olson, Inc. for the Construction of New Fire Station No. 42 in the Amount of $15,000

C. Resolution 22-003 Authorizing the Adoption of Revisions to the Personnel Policy Manual for the Village of Wheeling

D. Resolution 22-004 Approving an Increase in Compensation for the Village Manager Pursuant to the Village Manager’s Employment Agreement

E. Resolution 22-005 Approving a Master Contract with Gewalt Hamilton Associates, Inc. to Provide Professional Engineering Services for an Amount Not to Exceed $86,840 in FY 2022

F. Resolution 22-006 Authorizing the Execution of an Intergovernmental Agreement with the Illinois Department of Transportation for State-Maintained Traffic Signals

G. Resolution 22-007 Waiving Competitive Bidding and Approving an Agreement with Cartegraph Systems LLC for Asset Management Software in the Amount of $89,490 for FY 2022

President Horcher asked for a motion to approve the Consent Agenda.

Motion by Jim Ruffatto, second by Mary Papantos to approve Consent Agenda as presented.

Acting Clerk Leonteos read the Public Hearing title into the record. President Horcher read the Public Hearing Rules. The Public Hearing opened at 6:48 p.m.

President Horcher asked if any member of the public wished to be recognized. Seeing that no member of the public wished to be recognized, President Horcher asked for a Motion to close the Public Hearing.

Motion by Dave Vogel, second by Jim Ruffatto to Close the Public Hearing

Final Resolution: Motion Approved, the Public Hearing closed at 6:49 p.m.

B. Resolution 22-008 Consenting to a Cook County Class 6b Real Estate Tax Assessment Classification for the Property Located at 301 W. Hintz Road in the Village of Wheeling, Illinois

Acting Clerk Leonteos read the title into the record. Director Ainsworth reviewed the subject property. Petitioners representatives were present and answered questions from the Board.

Motion by Ray Lang, second by Mary Papantos.

C. Ordinance 5474 Granting Special Use Approval to Permit a Recreation and Instruction Facility, Large (Dharma Drum Mountain Buddhist Association Chicago Chapter) at 241 Holbrook Drive [Docket No. 2021-48]

Acting Clerk Leonteos read the title into the record. Community Development Director Ross Klicker introduced the item; there were no questions from the Board.

Motion by Mary Krueger, second by Mary Papantos.

Acting Clerk Leonteos read the title into the record. President Horcher spoke about the George Hieber award, highlighted Mr. Moran's contributions to Wheeling and stated that Mr. Moran will be honored at a future meeting. Trustee Krueger congratulated Mr. Moran.

Motion by Mary Krueger, second by Jim Ruffatto.

E. DISCUSSION RE: COVID-19 Mitigation

Acting Clerk Leonteos read the discussion title into the record. Trustee Vito opened discussion regarding the most recent mandate and stated that he is opposed to enforcing it. Trustee Vito asked for Consensus to not enforce the order. Attorney Ferolo stated that we do not have jurisdiction over matters of public health in Lake County as they have their own Department of Public Health; further, we do not have jurisdiction in Wheeling, that is up to the Cook County Department of Public Health. Discussion continued. Attorney Ferolo explained that there is a section in the state law indicating that if we don't enforce the state edicts, and the state goes ahead and enforces it, they could charge back their expenses to the local municipalities.

President Horcher asked for Board Consensus on moving forward with a Consensus tally as requested by Trustee Vito.

President Horcher asked if the Board is in favor of not enforcing the Cook County Department of Public Health order #2021-11.

14. Official Communications

Trustee Krueger stated that we should continue to promote where the public can get tested and vaccinated in Wheeling and not debate the polarization of this Board and Boards above us.

Police Chief James Dunne thanked Carnicerias Jimenez for helping with donations for the "Arrest Hunger" fund raiser which provides food to area food pantries.

Approval of Bills for December 16-29, 2021, in the amount of $768,518.53¢

Motion by Mary Papantos, second by Jim Ruffatto to approve Bills as presented.
