City of Elgin Planning & Zoning Commission met Nov. 1.

The regular meeting of the Planning & Zoning Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman Cox.
Members Present: Alejandro Lopez, Karin Jones, Steven Migala, Berto Valdez, Jordan Wildermuth, and Chairman Cox.
Members Absent: Nancy Abuali.
Staff Present: Damir Latinovic, Senior Planner.
APPROVAL OF MINUTES: Motion made by Commissioner Jones to approve the minutes of October 4, 2021, as submitted.
The motion was seconded by Commissioner Wildermuth. The motion passed 5-0-1. (Abstain: Migala)
Oath Administered: The court reporter administered the oath to all persons desiring to testify.
PETITION TO BE CONSIDERED:
Consideration of Petition 46-21 Requesting a conditional use to establish individual and family social services at the property commonly referred to as 452 N. McLean Boulevard, Suite 102, by Community Crisis Center, Inc., as applicant, and Dadlani Elgin Realty LLC, as property owner.
No objectors were present.
Commissioner Migala moved to recommend that City Council approve Petition 46-21, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 6-0.
Consideration of Petition 34-21 Requesting conditional use and an amendment to the planned development as a conditional use established by Ordinance No. G22-15, as amended by Ordinance No. G43-17, with departures from the Elgin Municipal Code requirements for the minimum number of off street loading spaces, and any other departures as may be necessary or desirable, to establish a physical fitness facility at the property commonly referred to as 920 S. McLean Boulevard, by Curiel Rodriguez, UR Boxing, Inc., as applicant, and AMI Properties Inc. as property owner.
One person present spoke regarding this petition.
Commissioner Lopez moved to recommend that City Council approve Petition 34-21, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Jones seconded the motion, which was adopted 6-0.
Consideration of Petition 42-21 & 50-21 Requesting a map amendment to PAB Planned Area Business District Ordinance No. G19-10, as amended by Ordinance No. G2-13, with departures from the Elgin Municipal Code requirements for the minimum number of required parking spaces, and any other departures as may be necessary or desirable, and conditional use to establish a physical fitness facility at the property commonly referred to as 575 N. McLean Boulevard. The properties classified in the PAB Planned Area Business District established by Ordinance No. G19-10, as amended by Ordinance No. G2-13, are commonly known as 551-589 N. McLean Boulevard, 554-590 Weston Avenue, 1341-1363 Manor Court, and 1343 Wing Street; by Gemima G. Medrano, as applicant, and Elgin Improvement LLC, as property owner.
One person present spoke regarding this petition.
Commissioner Wildermuth moved to recommend that City Council approve Petition 42-21 & 50-21, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 6-0.
Consideration of 2022 Meeting Schedule
Commissioner Jones moved to approve the proposed 2022 Planning & Zoning Commission Meeting Schedule as presented.
Commissioner Lopez seconded the motion, which was adopted 6-0.
OTHER BUSINESS: None.
PENDING DEVELOPMENT APPLICATIONS: Mr. Latinovic gave a summary of pending applications.
ADJOURNMENT: Motion to adjourn was made by Commissioner Lopez.
The motion was seconded by Commissioner Jones. The motion passed unanimously.
