Mayor Schwantz congratulated and presented Certificates of Recognition to members of the Fremd High School Boys Soccer Team for finishing 2nd at the IHSA 2021 Boys' State Soccer Finals under the coaching staff of Steve Keller, Gerardo Pagnani, Mike Winter, Matt Sriver, Nick Mamula, Chad Jonas and Alex Bochat.

1. Consider an Ordinance Granting an Administrative Special Use for a Rear Yard Setback Reduction for an Addition at 347 N. Westminster Drive - Motion Carried by Voice Vote (Council District: One)

Planning & Zoning Director Ben Vyverberg presented the petitioner's request for an Administrative Special Use to permit a rear yard setback reduction to 36 feet (minimum 40 feet) for a first-floor addition. Neighbors have not objected. Staff recommends approval of the Administrative Special Use.

Councilman Kozlowski asked if this is an Administrative Special Use, why is it coming before the Council. Village Manager Reid Ottesen stated with Council direction, these requests can be reviewed and granted administratively.

2. Consider an Ordinance Authorizing the Village Manager to Execute a Traffic Enforcement Agreement Between the Village of Palatine and the Homeowners Association of the Groves of Hidden Creek Condominium I - Motion Carried by Voice Vote (Council District: Four)

Village Manager Reid Ottesen presented the Groves of Hidden Creek HOA request for the Village to establish and enforce the IL State Vehicle Code and the Village Code of Ordinances on all private streets and roads within the subdivision. The Village desires to exercise such rights to enforce traffic, parking, and Village vehicle sticker compliance, but excludes enforcing overnight parking restrictions for a five-year period and be automatically renewable for three additional five-year terms unless canceled in writing by either party at least three months prior to the end of any term. Staff recommends approving the Ordinance authorizing the Village Manager to execute the Traffic Enforcement Agreement between the Village of Palatine and the Groves Hidden Creek Condominium I HOA.

The motion was to approve Items A. and B.

Planning & Zoning Director Ben Vyverberg presented The Chicago Culinary Kitchen's request for a Special Use Amendment to permit a change in business plan from the relocated business to Pink's Shrimp with liquor service. Staff recommends approval of the Special Use Amendment.

In response to Councilman Millar, Vyverberg stated that outdoor events similar to previous events may be requested in the future.

Vyverberg presented Kristina Gaardbo's request for a Class G (Restaurant - Beer & Wine) Liquor License in conjunction with the Special Use Amendment requested for Pink's Shrimp. Action is at the discretion of the Committee.

1. Consider a Resolution Supporting and Consenting to the Renewal of the Class 7c Cook County Tax Classification for the Property Located at 2234 N. Rand Road - Adopted by Voice Vote (Council District: One)

Village Manager Reid Ottesen presented Enterprise's request for approval of a Resolution supporting and consenting to the renewal of the 7c Cook County Tax Classification for the property located at 2234 N. Rand Road. Enterprise plans to expand their business by adding the lease/rental of commercial trucks and vans, with an investment of $400,000 to $500,000 in the building and facility. The draft resolution of support indicates this business expansion must be implemented by March 31, 2023 or the Village reserves the right to revoke support of the 7c tax classification.

Village Manager Reid Ottesen reported the Village of Palatine Employee Handbook outlining rules, regulations, benefits, and conditions of employment that apply to Village employees is annually reviewed and amended to comply with State, Federal, and local regulations, and changing practices. Staff recommends a motion to amend the Village's Employee Handbook.

D. ADMINISTRATION, TECHNOLOGY & COMMUNITY HEALTH COMMITTEE – Time: 7:20 PM

1. Motion Authorizing the Village Manager to Join the Illinois GIS consortium - Approved by Voice Vote

Village Manager Reid Ottesen recommended joining the GIS consortium of 39 Northern IL governmental entities to provide GIS services and personnel to meet the needs of the Village of Palatine, providing software, personnel, GIS software and management. Costs for the GIS Consortium are broken into 2 parts: 1) One-time fee of $20,000 to join (covered by the salary savings of the vacant IT Administrator) and 2) Annual dues of approximately $230,000 to the consortium vendor, MPG Inc., for staffing, system operations, and licensing (included in the 2022 budget for $236,686). Staff recommends authorizing the Village Manager to execute all documents necessary for joining the GIS Consortium.

In response to Councilman Myslinski, Ottesen noted that fees vary based on member needs.

E. FIRE POLICY & COMMUNITY INFORMATION COMMITTEE – Time: 7:21 PM

1. Consider a Motion to Approve the Village of Palatine 2022 Regular Scheduled Meeting Calendar - Approved by Voice Vote

Village Manager Reid Ottesen proposed reducing the number of meetings for the Board of Health (from 6 to 4) and Beautification Commission (from 12 to 5) for 2022. As required by the Illinois Open Meetings Act, the proposed regular scheduled meetings for calendar year 2022 must be posted and available upon request. The 2022 Meeting Calendar includes only one Village Council meeting in July, consistent with July scheduling in recent years. Staff recommends approval of the regular scheduled meeting calendar for 2022.

Ottesen noted there is no meeting January 3, 2022.

In response to Councilman Solberg, Ottesen stated the Council meeting on Tuesday after Labor Day could be cancelled based on agenda items.
