City of Elgin Committee of the Whole met Sept. 8.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None. All members, with the exception of Councilmembers Martinez, Powell, Shaw, Thoren, and Mayor Kaptain, attended via electronic means.

Approval of Minutes

Councilmember Martinez made a motion, seconded by Councilmember Shaw, to approve the minutes of the August 25, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Arrest Diversion Program for Certain Minor Offenses

Police Chief Ana Lalley and Kane County State’s Attorney Jamie Mosser provided information on a new arrest diversion program under certain circumstances. They outlined the specifics regarding of who might be eligible for this program including the homeless, those suffering from addiction, and those facing mental health crisis. The offenses that would be considered included various non-violent offenses and any victim of these crimes must consent to resolution through this program.

There was discussion regarding the process, the training to review the cases, and when the program would begin.

American Rescue Plan Act (ARPA) Funding Recommendations Update

City Manager Rick Kozal presented the community’s response to the City’s American Rescue Plan Act (ARPA) Funding Priorities Survey. He reminded the council what the eligible uses were for the ARPA funds which include: premium pay, public health, revenue loss, and investment in water, sewer and broadband. Mr. Kozal broke down the public survey including the number of responses, how long the online survey was available and the top three priorities that were identified. The public identified water and sewer, public safety and health as the top three priorities.

There was discussion regarding how the ARPA funds were allocated. Also discussed was the lead service line infrastructure replacement project including the costs and length of the project.
