Bothwell Street - Approved by Voice Vote (Council District: Six)
Village Manager Reid Ottesen presented the Lamplighters Inn request for a waiver of the Village's Sound Amplification Ordinance; temporary closure of a portion of Bothwell Street; and temporary amendment to the licensed premises of Lamplighter Inn's existing Liquor License for the 'Pipes for Pits' event with partner Bomb Shell Bullies (Bully Breed Rescue), Sunday, August 8, 2021 from 3 to 6 PM. The closure of Bothwell Street would occur from approximately Noon to 7 PM on Sunday, August 8. Staff recommends action at the Village Council’s discretion.
Lindsey Stucka, general manager for Lamplighters, explained the proposal with acoustic music for 2 hours.
Mayor Schwantz announced the multi-family proposal for N. Quentin has been formally withdrawn.

Village Manager Reid Ottesen presented the Pride of Palatine's request for a minor Planned Development Amendment to amend their business plan to recognize the sale of package liquor in a convenience store from 8 AM to 10 PM, in conjunction with the associated B-4 liquor license requirements. Staff recommends approval of the Minor Amendment to the Planned Development Ordinances.
Brian Boylan of Pride of Palatine was present for questions.

2. Consider an Ordinance Authorizing the Village Manager to Execute a Traffic Enforcement Agreement Between the Village of Palatine and the Homeowners Association of the Groves of Hidden Creek Community and Condominium II - Motion Carried by Voice Vote (Council District: Four)
Village Manager Reid Ottesen presented the Groves of Hidden Creek Community and Condominium II Home Owners' Association's request for the Village to establish and enforce the IL State Vehicle Code and the Village Code of Ordinances on all private streets and roads within the subdivision, including enforcement of Village vehicle sticker compliance, but excluding overnight parking restrictions. Staff recommends approval.
In response to Councilman Lamerand, Ottesen stated yes, speeding, etc. will be enforced.

Village Manager Reid Ottesen presented the Petitioner's request for the Cook County Tax Classification (7c), referred to as Commercial Urban Relief Eligibility (CURE) facilitating the substantial rehabilitation of 434 E. Palatine Road. Staff recommends action at the discretion of the Council.

Planning & Zoning Director Ben Vyverberg presented the Petitioner's request for a Planned Development Amendment to the Park Place Shopping Center, a Special Use for self-storage use (80,000 square foot U-Haul or other with Council approval), and approval to construct three additional outbuildings for future single-tenant/multi-tenant buildings, 8' wood fence and landscaping. The Plan Commission voted unanimously to approve the requested Planned Development Amendment. Staff recommends action at the Village Council's discretion.
In response to Councilman Myslinski, Village Manager Reid Ottesen stated that additional parking will be made available on the north end of the center. If a different tenant comes forward, Council approval will be needed. The approval is for three out buildings in concept.

Village Manager Reid Ottesen presented Kinsch's request for previously approved, but not utilized, Facade Improvement TIF funds be redirected toward the reimbursement of costs related to completion of the demolition and site restoration. Staff recommends action at the Village Council’s discretion.
In response to Councilman Helms, Ottesen stated that plans are to sell the property at which time Palatine would reconsider reimbursement.

1. Palatine Road and Winston Drive Water Main (Council District: Three): Motion was to approve Items A. and B.
Public Works Director Matt Barry explained the proposed 2021 water main replacement on Palatine Road, east of Winston Drive (west side was replaced in 2020) and added proposed water main on north frontage road and small extensions at Palatine and NW Highway and NW Highway and Hicks to provide access for landscape maintenance. Work is scheduled for August-October. Staff recommends awarding the contract for the Palatine Road & Winston Drive Water
Main Replacement and Extension Project to the low responsive bidder, Patnick Construction, Incorporated of Franklin Park, Illinois in the amount of $885,278.
Barry recommended authorizing the Village Manager to execute the proposal from Doland Engineering for construction engineering services for the Palatine Road and Winston Drive Water Main Replacement and Extension Project in the not-to-exceed amount of $43,260.

Ben Vyverberg explained, as a requirement of the Village’s participation in the Community Development Block Grant (CDBG) program, the Department of Housing and Urban Development (HUD) requires a Draft Action Plan be available for a 30-day public review and comment period which the Council opened on June 21, 2021. With no public comments submitted, it is now appropriate to complete the submission of the 2021 Action Plan. Staff recommends approval of an Ordinance adopting the Village of Palatine's CDBG 2021 Action Plan with an anticipated CDBG FY 2021 entitlement amount of $484,944, which represents a 6% decrease from last year.
