Village of Bartlett Board of Fire and Police Commission Met April 5.

A. CALL TO ORDER

Commissioner Kirkby called the meeting to order at 3:30 p.m.

B. ROLL CALL

Present: Commissioners Jane Kirkby, John Sampey, and John McGuire (all physically present)

Absent: None

Also Present: Chief Patrick Ullrich, Deputy Chief Geoffrey Pretkelis, Sergeant Peter Rakiewicz, Guy Papa (potential Commissioner), Kenneth Parcell (potential Commissioner), and Recorder Christine Sanchez

C. PUBLIC COMMENTS

None

D. APPROVAL OF MINUTES

COMMISSIONER MCGUIRE MOVED, second by Commissioner Sampey to approve the March 02, 2021, Regular Meeting minutes.

COMMISSIONER MCGUIRE MOVED, second by Commissioner Sampey to approve the March 02, 2021, Regular Meeting Closed Session minutes.

E. EXECUTIVE (CLOSED) SESSION

Closed Session was entered at 3:42 p.m. to discuss the following pursuant to: 5 ILCS 12/2 (c)(1) of the Open Meetings Act for purposes of discussing the employment of a specific Village employee.

COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to enter into Closed Session at 3:42 p.m.

G. NEW BUSINESS

Elimination of voluntarily withdrawn candidates from testing process

The Board members were advised the below candidates voluntarily withdrew from the testing process. The below candidates all sent emails requesting to be removed from the Village of Bartlett’s Police Officer Eligibility List:

o Hannah Rodriguez

o Pedro Torres

o Nicholas Hatler

o Sandra Chaidez

1. Decide if the following candidates pass or do no pass their background investigations: o Meghan Koterba

o Daniel Trew

o Michael Kardas Jr.

o Jessica Izaguirre

o Jack Ferron

COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to pass and accept the background for candidate Meghan Koterba.

COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to not pass the background for candidate Michael Kardas Jr.

MOTION ADOPTED VIA VOICE VOTE

COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to pass and accept the background for candidate Jessica Izaguirre.

MOTION ADOPTED VIA VOICE VOTE

COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to not pass the background for candidate Jack Ferron.

2. Approval of passage of candidate Kenneth Wirth’s psychological examination COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to accept and approve candidate Kenneth Wirth’s psychological examination.

3. Approval of passage of Trevor Wittenbrink’s psychological examination COMMISSIONER MCGUIRE MOVED, second by Commissioner Sampey to accept and approve candidate Trevor Wittenbrink’s psychological examination.

4. Introduction for potential new Board of Fire and Police Commissioners Deputy Chief Pretkelis stated a Village meeting will be taking place on Tuesday, April 6, and during that meeting, there will be a discussion in regard to expanding the Board of Fire and Police Commission by two (2) Commissioners for a total of five (5) Board members. Deputy Chief Pretkelis then introduced the potential two (2) new Commissioners. The potential new Commissioners, Guy Papa and Kenneth Parcell, each introduced themselves and gave a brief background in regard to their work history.

Chief Ullrich and Deputy Chief Pretkelis both expressed their thanks and appreciation to the Board members for their time and dedication to the lengthy hiring processes, with having both the police officer and sergeants’ examinations within the same year. They both expressed to the Board members that the exceptional quality of Bartlett Police Officers is a direct result of their continuous efforts.

At this time, the potential two (2) new Commissioners then exited the room prior to the Board members entering into executive (closed) session.

5. Discussion of upcoming sergeant’s promotional vacancy

Deputy Chief Pretkelis informed the Board members with the upcoming retirement of Patrol Sergeant Rummell, on May 14, 2021, there will be a vacancy for the position of sergeant. Chief Ullrich advised of the top three (3) candidates on the Police Sergeant Eligibility List:

1) Brian Camarata

2) Grzegorz Milos

3) Brian Simone

Chief Ullrich advised he recommends the top candidate on the list. A discussion occurred amongst the Board members in regard to the top candidates.

COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to provide a conditional offer to Officer Brian Camarata for the position of sergeant.

H. ADJOURN

COMMISSIONER SAMPEY MOVED, second by Commissioner McGuire to adjourn. MOTION ADOPTED VIA VOICE VOTE

The meeting adjourned at 5:23 p.m.
