State Sen. Laura Murphy (D-Des Plaines) proposed legislation to strengthen current laws against university administrators who take advantage of legal loopholes to receive substantial payouts after leaving their jobs, has passed both chambers and was sent to the governor.
Senate Bill 2240 (SB 2240), also known as the 'Government Severance Pay Act," was first introduced in 2018 by lawmakers to limit the amount paid in university severance packages.
According to Murphy, the expansion of SB 2240 will help make education more accessible to students in the state by lowering administrative costs.
"Our state’s education system must reinvest tuition and taxpayer dollars responsibly, with a focus on serving students and communities," Murphy wrote in a Tweet. "Limiting administrative costs is a step toward making and keeping education affordable for Illinois students."
While the original legislation broadened the definition of severance pay to include employees transitioning to a new position within a government unit, Murphy's measure would reportedly strengthen the act by further broadening the definition of severance pay and defining compensation limits.
Additionally, the bill limits the compensation that employees may receive to the annual compensation of the highest-paid employee in their department.
