City of Elgin Committee of the Whole Met Feb. 10.

Here is the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. All members, with the exception of Councilmember Martinez, Shaw and Mayor Kaptain, attended via electronic means. This was allowed at this time granted by Governor Pritzker’s Executive Order 2020-07.

Approval of Minutes

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the minutes of the January 27, 2021 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Acceptance of the Illinois Housing Development Authority’s Strong Communities Grant

There was discussion and clarification given on how the grant funds are utilized and how the process to demolish blighted properties functions.

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to authorize accepting funding from the Illinois Housing Development in the amount of $237,390 to offset the costs of demolition for blighted properties throughout the City. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Odd/Even Parking Expansion for the Southwest Area Neighborhood

Councilmember Martinez made a motion, seconded by Councilmember Gavin, to formally adopt odd and even parking regulations for the area bounded by Illinois Route 31, US Route 20, the Fox River and National Street for a portion of the Southwest Area Neighborhood to enhance service delivery. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Proposed Regulations for Non-Highway Vehicles within Highland Woods Subdivision

There was discussion regarding ongoing enforcement and the registration process for the vehicles.

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to finalize recommendations within the Highland Woods Subdivision in response to the community’s desire to be allowed non-highway vehicles (golf carts) within their subdivision for recreational purposes. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Design Engineering Services Agreement with WBK Engineering, LLC for the Hemmens Cultural Center Drainage Investigation and Evaluation

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve an agreement with WBK Engineering, LLC in an amount not to exceed $22,590 to analyze existing conditions leading to Hemmens Cultural Center lower-level water intrusion and to develop concept plans and cost estimates for future remediation efforts. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Agreement with Zoll Medical Corporation for the Purchase Three X-Series Advanced Cardiac Monitors with Related Components

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to authorize the purchase of three X-Series Advanced cardiac monitors and associated hardware components from Zoll Medical Corporation in the amount of $74,848 to replace three existing cardiac monitors that are at the end of their service life with updated units to ensure continued reliability of this critical piece of equipment. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Purchase of Getac Tablet Computers from SHI International

Councilmember Martinez made a motion, seconded by Councilmember Dixon, to authorize the purchase of Getac tablet computers from SHI International in the amount of $57,030 in order to improve the efficiency and effectiveness of fire department members by replacing outdated electronic technology utilized on each front-line emergency vehicle. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Cultural Arts Commission 2021 Grant Award Recommendations

There was discussion regarding the types of projects, the number of applications, and the remaining balance in the grant fund.

Councilmember Powell made a motion, seconded by Councilmember Rauschenberger, to approve the funding of the grant awards to support arts programming in the community in the amount of $32,403. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Shaw.

Announcements from Council

Mayor Kaptain congratulated the Fox Valley Hands of Hope Hospice on their 40th anniversary. Mayor Kaptain also asked that everyone be patient in regards to the vaccine distribution.

Councilmember Rauschenberger thanked public works and all the plow drivers for their hard work with the recent snow and cold weather.

Councilmember Rauschenberger also asked for clarification regarding the proposed changes at Fire Station 6.

Fire Chief Robb Cagann stated that the Station 6 would not be closed, but rather there would be changes as to how equipment would be utilized. There was discussion regarding the impact of these changes to response times.

Councilmember Martinez made a motion, seconded by Councilmember Dixon, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

The meeting adjourned at 6:59p.m.
