Palatine Park District's Turkey Trot
Registration is open for the Palatine Park District's 40th Annual Turkey Trot 2020 virtual race.
November Coat Drive Now Through Monday, November 30
The Palatine Police Department is collecting new and gently used winter coats in all sizes. Drop off is at the Palatine Police Department. The collection will be donated to the Palatine Assistance Through Hope (P.A.T.H.) program benefiting the residents of Palatine.
Toys for Tots Holiday Toy Drive Now Through December 7
Please consider donating to our 2020 “Toys for Tots” Holiday Toy Drive. Toy collection boxes are located at Village Hall and the Palatine Police Department.

1. Consider an Ordinance Granting a Special Use to Permit a Medical (Dental) Office at 784 E. Dundee Road - Motion Carried by Voice Vote (Council District: Three)
Planning & Zoning Director Ben Vyverberg presented the Petitioner's request for a Special Use to open a medical (dental) office in a 2,230 square foot tenant space in the Dundee Point Shopping Center. Parking exceeds the minimum required by Code. Because multiple medical uses in one area of the center could impact parking, Staff proposes a condition requiring a future amendment to the Special Use if the number of dentists increases beyond two. The ZBA voted unanimously to approve a Special Use for a medical (dental) office. Staff recommends action at the Village Council’s discretion.

B. INFRASTRUCTURE & ENVIRONMENT COMMITTEE – Time: 7:04 PM

1. Consider an Ordinance Granting a Variation from Chapter 16 Rights-of-Way of the Village's Code of Ordinances to Allow Commonwealth Edison to Install Two New Power Poles in the Colfax Street Right-Of-Way and One New Pedestal in the Smith Street Right-Of-Way - Motion Carried by Roll Call
(Council District: Six)
Planning & Zoning Director Ben Vyverberg presented Commonwealth Edison's application for a Variation permit installation of 2 new power poles and ground equipment in the Colfax Street and Smith Street rights-of-way, per Chapter 16, in order to replace existing switching equipment with aerial installations, to remove them from their current flood-prone locations, to replace with new pedestal set, all to reduce or eliminate customer power outages. Staff recommends approval of the Ordinance granting ComEd a Variation from the Village Code to allow for the installation of new power poles and a pedestal at Colfax and Smith Streets.
In response to Councilman Helms, Scott Metko, Com Ed Reliability Manager, explained switch gear and transformer equipment would be removed and replaced with a pedestal at ground level in addition to the poles, and deferred to Com Ed to explain other possibilities.
In response to Councilman Helms' question about time required for an estimate on underground installation, Metko stated that opting for underground installation would not affect the timeline.
Village Manager Reid Ottesen stated that underground service would be cost prohibitive and inadvisable prior to the multi-million dollar storm water relief project in that intersection.
Metko agreed to investigate cost of underground installation.
Ottesen, waiting for the underground estimate will delay the project.
Councilman Helms asked if it could be moved east. Ottesen is concerned about dedicating any underground space when we are working on an extensive multi-million dollar project to resolve flooding.
Joe Terney, Com Ed Regional Manager stated that the apartment complex at the corner has experienced a number of outages and this will resolve those issues.
Metko added that underground installation would involve 2.5 times the cost. The timeline would remain in the first or second quarter.
Ottesen noted that the entire corner is outside the TIF district.

Mayor Schwantz directed attention to a pole that needs to be relocated on Wood Street.
Joe Tierney, Com Ed Regional Manager, stated that it has been delayed due to Oklahoma emergency. The job will be underway Thursday, November 23, when crews return and will stay until the job is complete.
Public Works Director Matt Barry stated that the Village will finish their project this week and will work around Com Ed.
C. BUSINESS FINANCE & BUDGET COMMITTEE – Time: 7:25 PM

1. Consider an Ordinance Amending the Village of Palatine's Calendar Year 2020 Budget (3rd Quarter Budget Adjustments) - Motion Carried by Voice Vote
Finance Director Paul Mehring explained the Department of Finance & Operations continues to monitor Village fiscal activities through quarterly budget reviews to identify potential problem areas and take corrective action at an early stage. The 3rd Quarter Budget Adjustments are made up of:
1) $236,900 - Budget Decrease due to shift of costs to grant budgets; 2) $1,355,494 - Budget Increase Using New Revenue Offsets; and 3) $670,000 - Budget Increase Using Reserves.
These changes increase the total Village-Wide 2020 budget in the amount of $1,788,594. Staff recommends Council approval of the 3rd Quarter Budget Adjustments.
2. Consider Continued Discussion of the CY 2021 Proposed Budget & Capital Investment Plan -
Village Manager Reid Ottesen reported that the public discussion and review of the CY 2021 Proposed Budget & Capital Investment Plan began with a public presentation on Saturday, October 31, 2020. The CY 2021 Proposed Annual Budget and Capital Investment Plan totals $118,148,164. The required Public Hearing is scheduled for November 16, with the final budget adoption on December 7.
Councilman Millar asked about the recent rise in the stock market and its effect on our budget. Ottesen stated it will help next year.
In response to Helms, a report and discussion will be brought forward regarding impact of police and fire staffing.
