Village of South Barrington Public Safety Committee Met Sept. 16.

Here is the minutes provided by the committee:

CALL TO ORDER 

Chairman Abbate called the meeting to order at 3:30 p.m. 

ROLL CALL 

Members Present: Chairman Joseph Abbate and Trustee Stephen Guranovich

Members Absent: Trustee Edgar Alvarado

Officials Present: Mayor Paula McCombie and Trustee Bernard Kerman

Staff Present: Police Chief Thomas Roman and Administrative Assistant to the Chief Nicole Vaccarello 

APPROVAL OF MINUTES 

Chairman Abbate requested the approval of Public Safety Committee minutes from the August 26, 2020 meeting. Trustee Guranovich moved to approve the minutes. Seconded by Chairman Abbate. Motion carried by unanimous voice vote. 

PUBLIC COMMENT 

Chairman Abbate invited the public to comment. Mr. Alfred Saller from the Regency spoke of his concern for the path from the Arboretum to Bridges Drive and the need for signage like "Pedestrian Only” as a safety preventative. After the committee discussed, it was understood that the location is private property and up to the property owners to decide what to do for signage. Mayor McCombie suggested the property owners meet to make a decision. 

OLD BUSINESS: Chief Roman gave the Committee a personnel update on the Police Department stating that everyone is working and healthy. The officers who were sick are back to work. Chief Roman then stated that so far we have received five police officer applications for the job opening. We have nine days left before the application entry window is closed. A low turnout was anticipated given the state of the world today. Chief Roman brought up the Village's Open Burning Ordinance, as discussed at the last meeting, a change needed to made to the ordinance. He presented the possible change. The Committee looked it over and Mayor McCombie suggested Mike Moreland review it and then they bring it to the board. Trustee Guranovich made a motion to bring the ordinance changes to the board. Seconded by Chairman Abbate. Motion carried by unanimous voice vote. 

NEW BUSINESS: Chief Roman explained that a concerned resident emailed him about the intersection of Route 72 and Mundhank. The resident is concerned when turning to go northbound on Mundhank from westbound Route 72, cars are being tailgated as they slow down to make the turn. The resident asked if putting in a turn lane would be possible. Chief Roman brought the concern to DOT. They conducted a traffic study and concluded no improvements were needed. Mayor McCombie will ask Village Administrator, Bob Palmer, to draft a letter to IDOT to ask if a camera could be posted to see how many cars move to the shoulder to avoid getting hit when they turn. That may change their minds on the need for a turn lane. 

OTHER BUSINESS: Mayor McCombie discussed the V.A. Columbarium and John Schwan complimenting Officer Doyle for his courteous assistance. Mayor McCombie mentioned a Barrington 220 school board meeting she listened to. Part of the discussion involved classroom learning verses virtual learning. Chairman Abbate asked about what policies are in place for homeless and how things will be handled with COVID-19 for the upcoming colder months. Chief Roman stated we have a Lexipol policy on homeless issues and we will look into plans for PADS in light of the COVID pandemic.

ADJOURNMENT 

There being no further business, Chairman Abbate requested the meeting be adjourned. Trustee Guranovich moved to adjourn the meeting at 4:30 p.m. Seconded by Chairman Abbate. Motion carried by unanimous voice vote.
