Mayor Schwantz announced upcoming events:
The Public Works Department has begun its annual Curbside Leaf Collection Program. Each single-family residence has two scheduled pickups. A final pickup for all zones will begin on Monday, November 16. All raked leaves must be place into the street and ready for pickup no later than 7AM on scheduled days, but no earlier than 4PM on the day prior to collection.
The deadline to purchase 2020-2021 vehicle stickers and animal licenses is October 31, 2020. Please note it may take up to two weeks to receive your vehicle stickers and pet licenses following your online or mail-in purchase.
Early voting has started in Palatine now through November 2nd at 150 W. Wilson St. Monday-Friday 8:30AM-7PM & Saturday-Sunday 9AM-5PM.

1. Consider an Ordinance Authorizing the Issuance of General Obligation Refunding Bonds, Series 2020, of the Village of Palatine, Illinois - Motion Carried by Voice Vote
Village Manager Reid Ottesen explained the 2020 bond issue will refund the $18,800,000 outstanding principal of General Obligation Bonds, maturing in the years 2024 to 2034. This action will reduce outstanding principal by $1,070,000, taking advantage of interest savings (currently estimated at $2,785,355), while not extending the final maturity of this debt. In conjunction with this bond issue, Standard & Poor affirmed the Village’s AA+ rating. Staff recommends approval.
Finance Director Paul Mehring explained the robust market saved 3.4 million (worth $2.9 million in savings) and if interest rates are good in the future, we can refinance again.

B. POLICE POLICY & CODE SERVICES COMMITTEE – Time: 7:19 PM

1. Consider an Ordinance Granting a Special Use and Variation to Permit a
Detached Garage at 113 S. Walnut Street - Motion Carried by Voice Vote (Council District: Two)
Planning & Zoning Director Ben Vyverberg presented the Petitioner's request for a Special Use to permit an accessory structure to exceed 15 foot height or the highest point of the principal structure, and a Variation to permit an accessory structure to be 780 square feet instead of the 545 maximum. Per code, accessory structures may not exceed 50% of the of the floor area of the primary structure. The Petitioners have indicated the upper level of the garage will be for storage only and have identified two similar structures on the same block. The ZBA voted 8-0 to approve. Staff recommends action at the Village Council’s discretion.
Vyverberg added that staff is proposing Code revisions to define storage and habitable space.
Councilman Millar questioned the grade difference, the 2-story structure with a full stairway, 7-foot ceilings, windows and heat, and suggested a $100 annual fee for yearly inspections and noted that storage space is not taxed at the same rate.
Vyverberg confirmed inspections will take place.
Councilman Helms noted the two examples had peaked roofs, not the dormer.
Councilman Kozlowski expressed concern for the square footage.
Councilman Solberg asked if the dormer is included in the square footage, noting that together both floors of the garage almost equals the home square footage.
Councilman Myslinski and Councilman Lamerand agreed this is similar to others in the neighborhood and has neighbors' support.
Village Manager Reid Ottesen confirmed the detached structure should not be larger than the main structure and that the deed restriction addresses no habitation.
Pat Noonan, 113 S. Walnut Street, wants the storage for his inheritance from parents. No one lives in neighboring garages. No heat, no water will be in the garage. The dormer is required for stairway headroom. Noonan plans a plywood floor, rafters with fan for summer heat, only 40 amp service.

2. Consider an Ordinance Granting a Special Use to Permit an Addition at 1070 S. Brockway Street - Motion Carried by Voice Vote (Council District: Two)
Planning & Zoning Director Ben Vyverberg presented the Petitioner's request for a Special Use to permit an addition to be set back 25 feet from the side lot line abutting (minimum required 40 feet) and an interior side yard setback of 7 feet (minimum required 15 feet), and a Special Use for a fence. Two neighbors supported the addition, but feared a negative impact of the fence.
The Petitioner has postponed the fence request as he reviews his options. The Village Council previously approved the prior owner's Special Use for a 2nd story and garage addition, with an interior side yard setback of 5 feet, but was not implemented, and the prior zoning relief has expired. The ZBA voted unanimously to approve, and Staff concurs.

Consider a Motion to Approve a Revised Plan for the 2020-2021 Winter Farmers' Market - Approved by Voice Vote (Council District: Six) Deputy Village Manager Mike Jacobs reported the Farmers' Market Committee proposal for a drive-through Winter Market for November - April, similar to the drive-through in March and April 2020, with 15-16 food vendors and the knife sharpener. The Winter Market is proposed from 10 AM to Noon (2 hours shorter than the previous indoor Winter Market).
Dates are: November 7 & 21, December 5 & 19, January 16, February 6 & 20, March 6 & 20, and April 3 & 17. Staff recommends approval of the revised 2020-2021 Winter Market format.

Public Works Director Matt Barry explained on Monday, September 14, 2020, the Water Main Extensions Project contract was awarded to John Neri Construction in the amount of $128,950. The proposed change order would accommodate a new water main to be installed at Old Hicks Road and Gardenia Lane increasing the total project cost by $29,800. Funding ($71,000) is available to accommodate this project from the water fund in the 2020 Capital Improvement Program. $200,000 was originally budgeted for water main extensions this year. Staff recommends approval of change order #1 for the 2020 Water Main Extensions Project with John Neri Construction in the amount of $29,800.

2. Gateway Center Parking Deck Maintenance (Council District: Six):
The motion was to approve both Items A. and B.
Public Works Director Matt Barry reported the Gateway Center Parking Deck sustained damage on the lowest level in a vehicle fire August 2018. While the structural repairs have been completed, cleaning and repainting is proposed. Staff recommends approval of change order #1 for fire damage restoration at the Gateway Center Parking Deck with J. Gill and Company in the amount of $38,500.
On Monday, September 21, 2020, the 2020 Gateway Center Parking Deck Level 5 Maintenance Repairs contract was awarded to J. Gill and Company of Tinley Park, Illinois in the amount of $270,000. The proposed change order would cover replacement of an additional 100 shear connectors and addition of a vehicular traffic coating at the roof level and along isolated connection locations on lower levels where the precast tees connect. Replacing all deteriorated connectors is expected to result in a cost increase of $25,000. To improve durability of the structure, and in recognition of our plans to delay any maintenance next year, it is recommended to add a vehicular traffic coating at the roof level and along isolated connection locations on lower levels where the precast tees connect. This would amount to $50,000 in additional improvements and would reduce the likelihood of structural repair costing 6 times that amount in 2030. Staff recommends approval of change order #2 for the 2020 Gateway Center Parking Deck Level 5 Maintenance Repairs with J. Gill and Company in the amount of $75,000.
In response to Mayor Schwantz, Barry stated some savings are from the limited demand in the parking deck, and snow and ice control will be reduced.

Public Works Director Matt Barry recommended an Intergovernmental Agreement between the Village of Palatine and the Palatine Township Road District for snow and ice control services through April 30, 2020 for Kenilworth/Middleton, Dunhaven Woods/Barrington Woods, and Old Hicks/Gardenia, ($34,057 in 2019-2020) and the contract for Snow and Ice Control Services with Brian Edward Landscaping, Incorporated be extended for one additional winter season ($57,770.00 in 2019-2020). Staff is also recommending the Village Manager be authorized to execute a contract with M & B Landscaping for 2020-2022 snow and ice control services at the Gateway Center Parking Deck. Funds in the amount of $45,625 have been allotted in the Public Works Operating Budget to cover snow and ice control at the Parking Deck.
