2. MINUTESAPPROVAL-August18,2020

Commissioner Debartolo moved to approve the minutes, and seconded by Commissioner Morgen; all were in favor.

The Commission made no changes.

3. COMMUNITY PLANNING REPORT

Michaela Kohlstedt, Deputy Director reported the Committee of the Whole meeting discussed various downtown initiatives. The Board reviewed a preliminary review from the Park District requesting wall signs in excess of 20 feet above grade. The Park District will be submitting a formal application to the Village.

5. REVIEW OF DRAFT RESOLUTIONS

A. DOCKET NO. PCD-20-06: 4201 Lake Cook - Eating Recover Center and Insight (Public Hearing is CLOSED). Consideration of a resolution recommending approval of an application filed by Eating Recovery Center, LLC and Crossroads Northbrook, LLC and Insight: Eating Disorders, Weight Management and Psychological Center, LLC as lessee of the property commonly known as 4201 Lake Cook Road which is owned by Crossroads Northbrook, LLC, for the purposes of: A) Special Permit approval to allow a “Specialty Medical Facility” on the Subject Property; B) Amend the existing Restrictive Covenant on the Subject Property to allow Specialty Medical Facility; and C) Approval of any such variations, waivers, and zoning relief as may be necessary.

Chairman Franklin commented the applicant submitted additional information and would like to make changes to the resolution. The resolution condition permits the applicant to treat patients up to 18 years old or patients who turned 19 years old while receiving treatment.

Commissioner Elisco made a motion to adopt the resolution recommending approval of Docket No. PCD-20-06, seconded by Commissioner Riad; the motion passes.

Commissioner Collins made a motion to amend the resolution to allow eating disorder patients without age restriction.

Commissioner Elisco commented they included an age restriction because it was included in the original special permit.

Attorney Weiss noted the motion by Commissioner Collins will allow the treatment of eating disorder patients up to the age of 26 years old.

Michaela Kohlstedt, Deputy Director noted the applicant did not want an age cap for eating disorder patients.

Attorney Weiss commented to remove the age restriction they will need to delete condition #5. He noted if the motion fails it will revert to the original resolution.

The motion to amend the resolution failed (no second to the motion).

Chairman Franklin made a motion to amend condition #4 to specify the Director of DPS would make the determination, seconded by Commissioner Sandler; following a roll call, Commissioner DeBartolo voted no, all other voted yes, the motion passed.

On main motion to approve resolution as amended: Commissioner DeBartolo and Commissioner Melnick voted no; all others voted yes.

The motion passed (votes 7-2).

6. CONTINUED REVIEW OF APPLICATIONS

A. DOCKET NO. PCD-19-11: 1103 WAUKEGAN ROAD - 7-ELEVEN GAS STATION & CAR WASH (Second Public Hearing.) An application filed by GW Northbrook 2, LLC as owner of 1103 Waukegan Road for the purpose of authorizing the following zoning relief: A) Repeal the existing special permit 68-43 for an auto laundry for the Subject Property; B) Special Permit to allow a Gasoline Service Station (SIC No. 5541.00) in the C-2 District; C) Special Permit to allow a Carwash (SIC No. 7542.00) in the C-2 District; D) Variation to reduce the required corner side yard (north) from 25’ to 6’ to accommodate proposed parking; E) Variation to reduce the required perimeter landscaped open space (north) from 25’ to 6’; F) Variation to reduce the required number of loading spaces from 1 to 0; G) Site Plan Approval; and H) Approval of such other zoning relief as may be necessary.

Attorney Weiss asked when the 1103 Waukegan Road public hearing meeting will be scheduled. Michaela Kohlstedt, Deputy Director responded the applicant requested that the public hearing be continued for October 6, 2020.

Commissioner DeBartolo made a motion to reschedule the public hearing for October 6, 2020, seconded by Commissioner Morgen; the motion passes.

Commissioner Sandler made a motion, seconded by Commissioner Elisco to adjourn. On voice vote, a motion to adjourn passed unanimously. Adjourned at 7:48 p.m.
