D. PUBLIC COMMENT: Public Comment: Upon recognition to speak by the village president or acting chairperson, the person shall rise and state his or her name and address. An individual may speak for himself or herself or as a representative of a community group. No person shall speak longer than three minutes unless specifically authorized to do so by a majority of the vote of the board of trustees. The three minutes time limit will be measured by a person selected by the village board. Thirty (30) minutes of meeting time will be the maximum time allowed for public comment; Village Code 2.12.090

L CONSENT AGENDA

1. To approve the minutes ofthe Regular Board ofTrustees meeting held June 25, 2020.

2. To approve a Construction Engineering Agreement with Christopher B. Burke Engineering, LTD. for the Green Alley Construction Project for a fee not to exceed $43,599 and to authorize the Mayor to sign the agreement.

3. To approve an expenditure, not to exceed $2,647.00, payable to Clarke Environmental Mosquito Management Inc. for spraying on June 24, 2020 expensed to FY 20/21 line item 11-09-7061.03-Health.

4. To approve expenditure, not to exceed $1,194.50, payable to Core&Main for SENSUS Meter supplies expensed to FY 20/21 line item 22-00-6018.00 - Water & Sewer Fund.

5. To approve expenditure, not to exceed $1,438.15, payable to Core&Main for SENSUS Meter supplies expensed to FY 20/21 line item 22-00-6018.00 - Water & Sewer Fund.

6. To approve expenditure, not to exceed $3,065.14, payable to A-1 Professional Automotive for repairs on squad car #492 expensed to FY 20/21 line item 11-05-7044.00 - Police.

7. To approve expenditure, not to exceed $1,203.00, payable to North Central Council of Mayors for Annual dues July 1, 2019 through June 30, 2020 expensed to FY 20/21 line item 11-01-7027.00 - General Administration.

8. To approve expenditure, not to exceed $10,000.00, payable to Miller Cooper & Co., Ltd. for work on the April 30,202 Financial Statements expensed to FY 20/21 line items 11-03-9602.00 - $7500.00 - Finance & 22-00-9602.00 - $2,500.00 - Water & Sewer.

9. Motion to approve temporary signage for the re-opening ofbusinesses affected by the COVID-19 epidemic under the Phase 4 Re-Opening Plan for a 90-day period effective July 10th thru October 10th: Express Tobacco & Vape, 7322 W. Lawrence Avenue.

10. To Adopt Ordinance 20-13. An Ordinance Extending Temporary Outdoor Dining and Drinking Permit Program.

11. To Adopt Ordinance 20-14, An Ordinance Amending Title 17 ofthe Village ofHarwood Heights Code of Ordinances to Establish Licensing Categories for Tobacco and Alternate Nicotine Products Dealers and Limit the Number of Licenses.

12. Transfer from Parkway General Savings Account in the amount of$178,853.94 as they appear on July 9, 2020 check register #68430 thru #68466.

13. Transfer from Parkway General Savings Account in the estimated amount of$160,000.00 to Parkway Bank Payroll Account. (July 9,2020).

14. Electronic transfer from Parkway General Savings Account on the estimated amount of $16,268.90 for June 2020 IMRF Pension Fund.
