Village of South Barrington President and Board of Trustees met April 9.

This meeting was held through video conferencing to provide remote access for Board members, staff, and the public during the COVID-19 period. People could connect through the internet for audio-video imaging or dial up by telephone for voice conversation,
thereby participating while maintaining the requirement of social distancing.
CALL TO ORDER
President McCombie called the Board meeting to order at 7:30 p.m.

A quorum was present.
Also present were Village Administrator Bob Palmer, Building Officer Mike Moreland, Finance Director Michelle Bodie, Executive Assistant/Deputy Clerk Melissa Moeller, Police Chief Tom Roman, and Village Attorney Melissa Wolf.
President McCombie led the participants in the Pledge of Allegiance.
Throughout the meeting, President McCombie asked if there were any questions or comments after the motion on each agenda item.
APPROVAL OF MINUTES
Board consensus was to approve all minutes listed on the agenda in one group.

CITIZEN COMMENTS/PRESENTATIONS
President McCombie asked if anyone connected or dialed in had questions or wanted to address the Board. There were no public comments. PRESIDENT'S REPORT President McCombie recapped her recent activities for the Village, which included sending a robocall out to Village residents concerning COVID-19 to see if anyone was interested in volunteering for a Village medical corps and asking if any residents had special needs or lived alone and would like to be checked on during the stay at home order. She and Police Chief Roman have been very busy acquiring Personal Protective Equipment (PPE) for our Officers. She noted that Police Commissioner Neal Patel had donated a box of face masks to the Village. Village staff has helped several residents complete their census forms, when the residents have
fter receiving a recent letter from the Mayor about the importance of the census and the Village's ability to help with the computerized form. She noted that the postage for the letters was paid with a grant through the Mayor's Caucus. President McCombie has also been researching different camera systems for the roads. She reported that a new restaurant for The Arboretum will soon be coming before the Board.
Trustee Patel gave Administrator Palmer names of some residents in health care fields for him to contact. Administrator Palmer stated that one doctor in the Village has called in as a result of the robocall. Trustee Guranovich said that his wife, who has a license for social work, would be happy to help if the Village thought that training would be helpful. Trustee Patel said that the Emergency Management Commission is definitely looking for non-healthcare volunteers as well as medical ones.
President McCombie noted that the next agenda item was extending an Ordinance from last month during this period of stay at home. She said it is only for an extreme emergency and although important to have in place, she hopes it will never be needed.

MOTION to CONCUR IN THE REAPPOINTMENT OF EDGAR ALVARADO TO THE BOARD OF TRUSTEES OF THE POLICE PENSION FUND OF SOUTH BARRINGTON was made by Trustee Kerman. SECONDED by Trustee Stagno. DISCUSSION: The Board thanked Trustee Alvarado for his service and agreed that he was an excellent member for the Pension Board.

President McCombie stated that the next resolution was the last requirement for having South Barrington designated as a “Tree City”. RESOLUTION R-2020-1968 Resolution Creating the South Barrington Advisory Tree Committee
MOTION to CREATE THE SOUTH BARRINGTON ADVISORY TREE COMMITTEE was made by Trustee Stagno. SECONDED by Trustee Guranovich.
DISCUSSION: Trustee Guranovich asked if Administrator Palmer would be the Chairman of the Committee. President McCombie will be the Chair, as she has been working with all issues of trees in the Village since the ash borer problem. This will be a subcommittee under Public Works, and arborist John Kelly will also be a member, Trustee Kerman asked if this includes trees in The Conservancy. It does, and President McCombie noted that the Board needs to decide what to do for Arbor Day with the social distancing guidelines now in place.

BACOG President McCombie referred to the submitted report. SWANCC Representative Abbate reported that SWANCC will be hosting a teleconference meeting on April 16th President McCombie noted that Groot is doing a good job under the recent Coronavirus conditions. COMMITTEE REPORTS - BUILDING & ZONING Chairman Guranovich reported that there was no meeting this month. President McCombie stated that Building Officer Moreland is working on updates to the building codes.
COMMITTEE REPORTS – EMERGENCY MANAGEMENT
Chairwoman Patel reported that the Committee met and discussed the COVD-19 situation.
They are working on establishing a list of medical professionals for a Village volunteer corps. Chairwoman Patel read information from a hospital concerning civil and legal immunity for people dealing with patients and asked Attorney Wolf if similar immunity would apply to Village volunteers. Attorney Wolf said that immunity would apply to employees and she would look into whether it applies to volunteers. Trustee Stagno stated that the liability that the Governor talked about did not include gross negligence; it does apply to the standard of care, but with this new virus, medical professionals are making up the standard of care as they go along. President McCombie asked Chairwoman Patel about PPE, and Chairwoman Patel said it would probably not be available from hospitals but might be from private providers. President McCombie said that gowns were the biggest problem, and that the Village has located masks and hand sanitizer. Chairwoman Patel will ask two of her resources about gowns; she thinks that gowns that are opened but not used may be a possibility. Once opened, they are no longer sterile so cannot be used in the hospital and might be available for donation. By this time, Attorney Wolf did have time to look up the Governor's Executive Order and said that immunity also applies to volunteers.
COMMITTEE REPORTS - FINANCE Chairman Stagno recapped the last Committee meeting, which included review of the budget that will be presented tonight and voted on at the next meeting.
The Preliminary Budget for Fiscal Year 2020-2021 was presented and will be held over until the May Board meeting.
COMMITTEE REPORTS - LEGAL & HUMAN RESOURCES
Chairman Stagno introduced tonight's agenda item.
RESOLUTION R-2020-1969 Resolution Authorizing the Acceptance of the Proposal of Insurance from Arthur J. Gallagher for Fiscal Year 2020/2021 for the Village of South Barrington for Auditing Services to the Village of South Barrington
MOTION to AUTHORIZE THE ACCEPTANCE OF A PROPOSAL OF INSURANCE FROM ARTHUR J. GALLAGHER FOR FISCAL YEAR 2020/2021 FOR THE VILLAGE OF SOUTH BARRINGTON was made by Trustee Kerman, SECONDED by Trustee Patel. DISCUSSION: Trustee Guranovich commented on personal auto insurance companies that are discounting their rates due to reduced driving during this time of shelter at home and business restrictions. Finance Director Bodie noted that unfortunately the Village insurance increased due to extensive claims over the last two years.

ORDINANCE 0-2020-1235 Ordinance Amending Section 5-4-3 Entitled "Drugs and Drug Paraphernalia", of Chapter 4 Entitled "Miscellaneous Offense", of Title 5 Entitled "Police Regulations" of the Village Code of the Village of South Barrington
MOTION to AMEND SECTION 5-4-3 ENTITLED “DRUGS AND DRUG PARAPHERNALIA", OF CHAPTER 4 ENTITLED “MISCELLNEOUS OFFENSE” OF TITLE 5 ENTITLED “POLICE REGULATIONS” OF THE VILLAGE CODE OF ORDINANCES FOR THE VILLAGE OF SOUTH BARRINGTON was made by Trustee Patel. SECONDED by Trustee Alvarado. DISCUSSION: Trustee Stagno asked Chief Roman about the paraphernalia listed, much of which sounded like it could be used for tobacco or souvenirs. Chief Roman clarified that the majority of changes in the ordinance was due to Illinois changes on cannabis, and that the paraphernalia is only illegal when it is used illegally, for example, use by underage individuals.

COMMISSION REPORTS - ARCHITECTURAL CONTROL COMMISSION
President McCombie reported that she and ACC Chairman Michael Rafferty approved some signs for storefronts at The Arboretum. The signs were in compliance with all Village guidelines, in which case the ACC allows approval by the Mayor and Chair, rather than convening the entire Commission.

STAFF REPORTS - BUILDING OFFICER
Building Officer Moreland reported that there were no permits for new houses, but that there was still ample construction underway in the Village. Trustee Kerman asked if construction of the new breakfast restaurant at The Arboretum was on hold; it is not, they are in their second review, although Building Officer Moreland did not yet know when they plan to open. President McCombie asked for an update on housing rentals in the Village. Staff is tracking rentals advertised on the internet and has received good cooperation from the people they have contacted so far who were in violation of Village guidelines.
STAFF REPORTS - VILLAGE ENGINEER
President McCombie referred to Engineer Karney's submitted report; there were no questions or comments.
STAFF REPORTS - CHIEF OF POLICE
Chief Roman reported that police activity has dropped considerably since the stay-at-home order has gone in place, as both Willow Creek Church and The Arboretum are very slow.
STAFF REPORTS - VILLAGE CLERK
Clerk Wood reminded the Board that the Statement of Economic Interest for public figures needs to be filed with Cook County soon.
STAFF REPORTS – VILLAGE ADMINISTRATOR
Administrator Palmer again thanked the Board for renewing his contract, stating that he is looking forward to another year. He reported that he has received one call from a resident interested in the Medical Corps volunteer program, and that he has received several calls from people interested in developing the property at Mundhank and Freeman roads.
Administrator Palmer introduced tonight's agenda item concerning the need for a new phone system, providing background on the problem (the current system is no longer supported) and details of the new contract. He explained some of the alternatives looked into, and that the matter was being rushed as Call One said prices could soon quadruple. Discussion ensued on
questionable terms in the agreement, security issues, quality of service, and problems with the alternative systems. Finance Director Bodie suggested having the Call One representative back in to answer some of Trustee Abbate's questions. Consensus of the Board was to vote on the matter tonight. OLD BUSINESS Trustee Patel suggested that since the Village is looking for PPE (Personal Protective Equipment), a robocall or mailing to medical professionals or businesses which could donate resources might be helpful. NEW BUSINESS President McCombie reported that the Police Union is concerned that the Village may be using unfair labor practices to unilaterally change conditions without negotiation, pertaining to the Village's resolution on "Excluding Emergency Responders of the Village of South Barrington from Certain Provisions of the Families First Coronavirus Response Act”. Attorney Wolf stated that the Village did have the right to pass that resolution, and has not changed the status quo.
BOARD MEMBER COMMENTS AND ANNOUNCEMENTS
Trustee Guranovich suggested a banner to be displayed with a message along the lines of “South Barrington; We are all in this together. Be Safe.” Consensus was that a banner might be possible, but not one that might increase fear. Administrator Palmer suggested that the Park District would let the Village use their sign. Trustee Patel asked if The Arboretum would let the Village put a message up. Executive Assistant/Deputy Clerk Moeller will follow up with both the Park District and The Arboretum.
Trustee Guranovich asked if the Village could arrange a driving parade for the High School graduates that will not have a formal graduation. Brief discussion on the logistics concurred that 100 cars would probably be too many while a small number might be manageable. President McCombie referred to the list of upcoming meetings.
