Village of South Barrington Legal and Human Resources Committee met March 9.

CALL TO ORDER 

The meeting was called to order by Committee Chairman Stagno at 3:37 p.m.

ROLL CALL 

Members present: Chairman Stagno, Trustee Kerman and Trustee Alvarado Members absent: None Others present: Mayor McCombie, Trustee Abbate and Trustee Guranovich Staff present: Treasurer Bodie, Administrator Palmer

APPROVAL OF MINUTES 

Motion was made by Trustee Kerman to approve the Minutes of the January 22, 2020 Legal and Human Resource Committee Meeting. Seconded by Trustee Alvarado. On a voice vote the motion passed.

PUBLIC COMMENT

No public comments were made.

AGENDA ITEMS

Continue Personnel Policy Manual Review

Bodie re-introduced the Personnel Policy Manual and noted where the previous discussion had left off. The Committee started the review on Section 5.3 "Insurance Benefits". The level of contribution to the insurance premium by employees was discussed. It was noted that the current level is at 10% and increasing the level to 15%, 20% or 25% was discussed. Mayor McCombie suggested that further research would be needed. Bodie also presented the "spousal contribution" level of $250 that may want to be considered for increase. Adult children remain on the parents' insurance coverage to age 26 currently. Chairman Stagno posed the question of the definition of "spouse”. Bodie suggested added language regarding children to age 26 and to add a surcharge. The administration of the spousal contribution is difficult, because it requires confirmation from the spouse's employer which is difficult to verify. Language will be proposed to address this issue. Tuition reimbursement was reviewed, adding a week of vacation following 21 years of service and the use of vacation time during the first 90 days of employment were all discussed. Abbate inquired about “use it or lose it" situations with vacation time. Bodie explained that very few circumstances have led to a loss of benefit time. On the issue of vacation time during the first 90 days of employment, it was suggested to make that per the approval of the department head. Holidays, sick leave and eliminating optional time off for bereavement leave we reviewed and discussed. Following the discussion on the items presented, the next meeting was discussed and is scheduled for April 6, 2020 following the Finance Committee meeting at 2 pm on that day.

ADJOURNMENT - A motion for adjournment was made by Trustee Kerman and seconded by Trustee Alvarado. By unanimous voice vote, the meeting adjourned at 4:45 PM
