3. COMMUNITY PLANNING REPORT
Michaela Kohlstedt, Deputy Director reported on February 25, 2020 the Board of Trustees discussed the closure of Shermer Road for Northbrook Days. The Trustees decided the closure will be a one-time closure for this year. The Board of Trustees reviewed three preliminary applications. The first review was for 1900 Raymond Drive, for an automotive repair shop with outdoor storage. This location is a multi- tenant building located on the North side of Raymond Drive. Right now, there is an operating automotive repair shop and they hold a Special Permit. A new operator, Service King Collision repair center, will be taking over the entire building and the current tenants will relocate. The Board is in favor and waiting for Service King Collision to file a formal application.
The Board also conducted a preliminary review for a new cell tower at 1631 Techny Road. The site is vacant and used for outdoor storage. The cell tower is going to lease 1700 square feet and construct a new tower to accommodate up to 4 carriers. Two of the four carriers have been identified. The two identified carriers are relocating from towers on the North side of Techny Road, where the Park District is decommissioning towers to construct a new facility. The proposed tower is less than the required distance of 110% of the height away from existing structures; only 94 feet away from an existing building. The Board was concerned with the distance and did not like the fact, that if the tower collapsed, it could land on existing structures or the road. The Board requested that the applicant file information as to why this new structure should be constructed, since there is already an existing tower on the South side of Techny Road.
The third preliminary review was for the zoning code amendment for Short Term Rental Airbnb, located at 1115 Voltz Road. The Board directed staff to perform a Village initiated code amendment application for all short-term rentals.
Next week’s meeting will consist of one preliminary review for The Eating Recovery Center at 4201 Lake Cook Road. In year 2018, the facility received approval for rezoning and a zoning code text amendment, to allow inpatient eating recovery facilities in the O-2 District. During routine inspection by the Fire Department, it was found that the business was operating an additional use for Inpatient psychiatric convalescence care which is not a permitted use. Fire Department also shared their concerns about the high volume of non-emergency calls. The facility was issued a letter of violation and they are working on gaining compliance starting with the preliminary review process to request additional zoning code text amendments and amendments to the previously approved documents and Restrictive Covenant that governs the property.
There will not be a second Plan Commission meeting in March due to the elections on March 17 and the second Board meeting in March is canceled as well due to spring break.

A. DOCKET NO. PCD-20-02: 3151-3165 COMMERCIAL AVENUE - NORTHBROOK CGF, INC. (Second Public Hearing). Consideration of a request by Northbrook CGF Inc. as potential lessee and potential purchaser of the property commonly known as 3151-3165 Commercial Avenue which is currently owned by BC Equities, LLC to accommodate a cannabis craft grower, processor, and infuser business. The application requires the following approvals: A) Special Permit to Allow Recreational Cannabis Craft Grower (SIC No. 2834.02), Cannabis Infuser (SIC No. 2834.03), and Cannabis Processor (SIC No. 2834.04) for a property in the I-1, Restricted Industrial zoning district; and B) Approval of any other such variations, waivers, and zoning relief as may be necessary.
Chairman Franklin reported this item has been postponed until April 7, 2020. Northbrook CGF Inc. is the potential purchaser and lessee of the property. The property will be used for a craft growing, processing and infusing business. The property is currently owned by BC Equities LLC.
Commissioner Elisco made a motion to postpone until April 7, 2020, with a second by Commissioner Sandler; the motion passes.
6. REVIEW OF NEW APPLICATIONS
A. DOCKET NO. PCD-20-01: 3139 DUNDEE ROAD - SCHOOL OF ROCK (First Public Hearing.) An application filed by Four All Good Inc. d/b/a School of Rock as lessee of the property commonly known as 3139 Dundee Road which is owned by White Plains Shopping Center, LLC, for the purpose of authorizing the following: A) Special Permit to allow the operation of a music school in excess of 2,500 square feet in the C-2 Neighborhood Commercial district (SIC No. 8299.01); and B) Approval of such other zoning relief as may be necessary.
Chairman Franklin reported the School of Rock will be the lessee of the property commonly known as 3139 Dundee Road which is owned by White Plains Shopping Center, LLC. They are requesting a Special Permit to allow the operation of a music school, in excess of 2,500 square feet, in the C-2 Neighborhood Commercial district (SIC No. 8299.01); and approval of such other zoning relief as may be necessary.
Commissioner Sandler made a motion to waive staff presentation; the motion passes.
Commissioner Elisco made a motion to approve Resolution No. 20-PC-01 and seconded by Commissioner Lawrence; the motion passes with a roll call vote 7-0.
5. DOCKET NO. PCD-20-05: 333 PFINGSTEN ROAD - UNDERWRITERS LABORATORY (First Public Hearing). Consideration of an application filed byUL LLC as owner of the property commonly known as 333 Pfingsten Road to accommodate installation of a new wall sign on the north side of an existing building on the Subject Property. The application requires the following approvals: A) Approval of a special permit to allow a wall sign in excess of 20 feet in height facing north towards the Edens Spur, the top of which sign is approximately 54’ above grade; and B) Approval of any other such variations, waivers, and zoning relief as may be necessary.
Chairman Franklin reported an application was filed by UL LLC to accommodate installation of a new wall sign on the north side of an existing building on the subject property. The application requires approval of a special permit to allow a wall sign in excess of 20 feet in height facing north towards the Edens Spur, the top of which sign is approximately 54’ above grade and approval of any other such variations, waivers or zoning relief as may be necessary.
Commissioner Sandler made a motion to waive staff presentation; the motion passes.
Commissioner Elisco made a motion to approve Resolution No. 20-PC-02 and seconded by Commissioner Sandler; the motion passes with a roll call vote 7-0.

Commissioner DeBartolo asked about progress on construction permits for Gateway Townhomes. Michaela Kohlstedt, Deputy Director responded that the developers of the property had conveyed to staff that they may be applying for permits for three additional buildings on-site. It was also confirmed that four certificates of occupancy had been issued for this property so far and staff was not aware if any additional units were sold by the developers.
