I. CALL TO ORDER

III. ROLL CALL OF MEMBERS

President Hayes and the following Trustees responded to roll: Padovani, LaBedz, Tinaglia, Baldino, Schwingbeck, Scaletta, Canty, and Rosenberg. Also present were: Randy Recklaus, Robin Ward, Tom Kuehne, Andrew Larson, Nick Pecora, Diana Mikula and Becky Hume.

IV. APPROVAL OF MINUTES

A. Joint Meeting Village Board/Park District 02/15/2020 Approved

Trustee Bert Rosenberg moved to approve. Trustee John Scaletta Seconded the Motion.

The Motion: Passed

Abstain: Tinaglia

B. Committee of the Whole 02/17/2020 Approved

Trustee Mary Beth Canty moved to approve. Trustee Robin LaBedz Seconded the Motion.

Trustee Bert Rosenberg moved to approve the Warrant Register in the amount of $1,770,552.16. Trustee John Scaletta Seconded the Motion.

VIII. CITIZENS TO BE HEARD

Paul Scott spoke on behalf of the Bridging the Black/White Divide organization which is asking for affirmative action to be used in the Village’s search for police officers and its effort to recruit and attract African Americans. He said while many here think they are doing all they can to be welcoming, he sees something different. There is nothing being done to outwardly discourage African Americans from working and living here, but this country continues to punish blackness. The Village has a blank canvas. If good people would use a fraction of their privilege to seek people who are black to work here it would help.

President Hayes said he disagreed with the underlying premise that the Village punishes blackness. He disagrees with the characterization that this Village is not welcoming.

Susan Elguindy of Bloomingdale said she is an active member of the community and does volunteer work. She said she experienced racism growing up in the Northwest Suburbs. She said she was not adversarial as a child but was thrown on the floor and she experienced violence. Bricks were thrown into her home. Her family stayed peaceful. Violence happens to minorities. She is a Black Egyptian. She read a list of nonviolent actions that law enforcement could use. She would like the political environment not to escalate.

A. Request for Fee Waiver - AH Park District Liquor Licenses

Resident Melissa Cayer asked for this item to be pulled from the Consent Agenda. Ms. Cayer said the consumers of the alcohol should cover the cost of the liquor licenses.

Mr. Recklaus said this is something we do every year. There are liquor licenses for Heritage Tennis Club and the two Park District Golf Clubs. As the Park District is also a taxpaying entity, it is traditional to waive the fees.

President Hayes said he understood Ms. Cayer’s point, but these are nominal fees. The action is reciprocal between governmental bodies. The Village taxpayers are not spending a lot of extra money because of these fees.

Trustee Tinaglia said tax payers are paying for the licenses regardless. The Park District is another government agency, if we charge them, then they increase their taxes, it all comes out of everyone’s pockets.

Ms. Cayer reiterated that property taxes shouldn’t cover alcohol. The consumers should pay for it.

Coronavirus

President Hayes addressed the coronavirus situation. He said while we need to be vigilant about following precautionary measures, the risk is low and the level of preparedness is very high. The proper protocols are being followed in the community.

Mr. Recklaus said Northwest Community Hospital is treating a patient that has tested positive for coronavirus. They are being treated in isolation and are currently in good condition. Their spouse also has tested positive but is being treated in isolation at their home.The Village of Arlington Heights collaborates with the Cook County Department of Public Health and the Illinois Department of Public Health on all health-related topics. We are monitoring this situation very closely in an effort to support these agencies and provide timely updates on our website, vah.com.

Symptoms reported among those who have tested positive for the virus included mild to severe respiratory illness with fever, cough, and difficulty breathing. Public health officials are encouraging the public to not alter their daily routines.The CDC advises that people follow these tips to help prevent respiratory illnesses:

Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.

Avoid touching your eyes, nose, and mouth with unwashed hands.

Avoid close contact with people who are sick with respiratory symptoms.

Cover your cough or sneeze with a tissue, then throw the tissue in the trash.

Stay home when you are sick.

Clean and disinfect frequently touched objects and surfaces.

Time Capsules

Trustee Padovani, chair of the Veterans Memorial Organization of Arlington Heights, said they are creating time capsules for future generations. They will bury three of them on Memorial Day. They have over 50 organizations that will make contributions which will contain messages to the future. The messages will explain who they are and what they want to say to future generations. The first capsule will be dug up in 33 years. Then the opening generation puts their messages into the capsule and rebury it. In 66 years the 2nd capsule will be dug up and 100 years from now the third will be opened and reburied. If you want to contribute, contact Trustee Padovani at greg.padovani@gmail.com
