City of Evanston Transportation and Parking Committee met February 26

City of Evanston Transportation and Parking Committee met Feb. 26.

Here is the agenda provided by the committee:

(I) CALL TO ORDER/DECLARATION OF A QUORUM

(II) APPROVAL OF MINUTES OF REGULAR MEETING

1. Meeting Minutes from January 22, 2020

Staff recommends approval of the minutes of the January 22, 2020 meeting.

(IV) ITEMS FOR CONSIDERATION

2. Amending Title 10, Chapter 11, Sections 10 “Limited Parking” and Title 10, Chapter 11, Section 18 “Residents Parking Only Districts” Staff recommends amending Title 10, Chapter 11, Section 10 (Limited Parking) and Title 10, Chapter 11, Section 18 (Residents Parking Only Districts) in the City Code, combining Residential Parking Districts H with 6.

3. Amending Title 10, Chapter 4, Section 1 “Stopping, Standing or Parking Prohibited in Specific Places”

Parking and Community Development staff recommend Transportation& Parking approve amendments to Title 10, Chapter 4, Section 1

“Stopping, Standing or Parking Prohibited in Specific Places,” regarding stopping, standing or parking a vehicle that blocks part or all of a bike lane. A suggested fee of $75, with an option to tow the vehicle, was approved by this committee in January 2020, but the motion failed to receive a second at Administration and Public Works Committee earlier this month. Staff requests that the committee consider a lower fee of $55, which is the current fee being issued under Section 10-4-2 "Obstructing Traffic."

4. Transportation and Mobility CARP Update

Staff requests the Transportation & Parking Committee accept and place on file the Transportation and Mobility CARP Update.

(V) ITEMS FOR DISCUSSION

5. Bicycle Lane Snow Removal Policy Referral

The Transportation and Parking Committee referred the topic of snow removal from bicycle lanes at the January 2020 Transportation and Parking Committee meeting. This memorandum serves as a reference for discussions.

6. Dodge Sunday Bus Ridership Estimates

The Transportation and Parking Committee referred the topic of Dodge Sunday bus ridership estimates at the January 2020 meeting, based on a memo providing cost estimates for public transportation service for this corridor. This memorandum serves as an update and a reference for discussions. Public transportation is not funded in the 2020 budget.

7. Pace North Shore Transit Coordination Plan Proposed Changes Update

Update on the status of the North Shore Transit Coordination Plan and changes to the Pace routes that serve Evanston.

(VI) ITEMS FOR COMMUNICATION

8. Parking Updates

Parking Staff recommends the Transportation and Parking Committee accept and place on file the parking updates report.
