Village of Buffalo Grove Village Board met Jan. 21.

Here is the minutes provided by the board:

CALL TO ORDER

President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.

ROLL CALL

Roll call indicated the following present: President Sussman; Trustees Stein, Ottenheimer, Weidenfeld, Johnson, Smith and Pike.

Also present were: Dane Bragg, Village Manager; Patrick Brankin, Village Attorney; Jenny Maltas, Deputy Village Manager; Chris Stilling, Deputy Village Manager; Art Malinowski, Director of Human Resources; Brett Robinson, Director of Purchasing; Evan Michel, Management Analyst; Darren Monico, Village Engineer; Mike Reynolds, Director of Public Works; Geoff Tollefson, Director of Golf Operations; Julie Kamka, Deputy Clerk; Deputy Police Chief Eisenmenger; Fire Chief Baker; and Deputy Fire Chief Wagner.

APPROVAL OF MINUTES

Moved by Weidenfeld, seconded by Stein, to approve the minutes of the January 6, 2020 Regular Meeting. Upon roll call, Trustees voted as follows:

AYES: 5 – Stein, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

ABSTAIN: 1 – Ottenheimer

Motion declared carried.

WARRANT #1310

Mr. Robinson read Warrant #1310. Moved by Johnson, seconded by Ottenheimer, to approve Warrant #1310 in the amount of $2,788,735.48 authorizing payment of bills listed. Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

VILLAGE PRESIDENT’S REPORT

Heidi Graham, President of the local League of Women Voters, along with several members of the organization, came forward as a Proclamation celebrating the 100th anniversary of the League of Women Voters was read.

President Sussman read a statement recognizing Elizabeth Bennett, Orchestra Director at Buffalo Grove High School, as being named one of the ten nationwide finalists for a Grammy Music Educator Award.

VILLAGE MANAGER’S REPORT

Fire Chief Baker briefly reviewed the background of the Humanitarian Service Medal issued by the Mutual Aid Box Alarm System being presented to Lieutenant Andrew Russell this evening for his humanitarian efforts during a MABAS deployment to the 2019 flooding in southern Illinois. Lieutenant Russell was congratulated by the audience and the Board as Chief Baker presented the award to him.

CONSENT AGENDA

President Sussman explained the Consent Agenda, stating that any member of the audience or the Board could request that an item be removed for full discussion. The Village Clerk read a brief synopsis of each of the items on the Consent Agenda.

Shops of Buffalo Grove

Motion to approve Certificate of Initial Acceptance for Shops of Buffalo Grove Development Improvement at the southwest corner of Deerfield Parkway and Milwaukee Avenue.

Resolution No. 2020-2 – Private Activity Bonds

Motion to pass Resolution No. 2020-2, ceding the 2019 Unused Private Activity Bond Volume Cap of the Village of Buffalo Grove (including Volume Cap transferred from other Lake County Home Rule units) to Lake County so that unused funds can be transferred over to the next year and used in the future.

Resolution No. 2020-3 – Motor Fuel Tax

Motion to pass Resolution No. 2020-3, Calendar Year 2020 Village-Wide Street Maintenance Motor Fuel Tax Resolution to meet the requirements of the Illinois Department of Transportation for the use of MFT funds for FY 2020.

Resolution No. 2020-4 – Lake Cook Road

Motion to pass Resolution No. 2020-4, Calendar Year 2020 Lake Cook Road Reconstruction Motor Fuel Tax Resolution to utilize MFT funds to pay the Village’s portion of construction.

Resolution No. 2020-5 – Thompson Boulevard

Motion to pass Resolution No. 2020-5, Calendar Year 2020 Thompson Boulevard and Brandywyn Lane Roadway Construction Motor Fuel Tax Resolution to utilize MFT funds to pay the Village’s portion of construction.

Ordinance No. 2020-7 – Turning Restriction

Motion to pass Ordinance No. 2020-7 for turning restriction removal, amending the Traffic Ordinance relating to removing the turning restrictions at the intersection of Lexington Drive and Armstrong Drive.

Moved by Ottenheimer, seconded by Johnson, to approve the Consent Agenda. Upon roll call, Trustees voted as follows on the Consent Agenda:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

RESOLUTION NO. 2020-6 – TOMPSON & BRANDYWYN

Moved by Stein, seconded by Johnson, to pass Resolution No. 2020-6, Thompson & Brandywyn Contract 1 Federal Funding and Engineering Agreements, in accordance with materials contained in Board packets.

Mr. Monico reviewed the proposed resolution, details of which are contained in his memo to Mr. Bragg of January 16, 2020.

Board members noted the massive savings that Buffalo Grove is incurring through federal funding on this program and staff was thanked for their efforts in securing this funding.

Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

RESOLUTION NO. 2020-7 – ARLINGTON HEIGHTS ROAD

Moved by Stein, seconded by Ottenheimer, to pass Resolution No. 2020-7, Agreement with Lake County Department of Transportation (LCDOT) Arlington Heights Road Design, in accordance with materials contained in Board packets.

Mr. Monico reviewed the proposed resolution, details of which are contained in his memo to Mr. Bragg of January 8, 2020.

Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

QUESTIONS FROM THE AUDIENCE

President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight’s agenda; there were no such questions.

ADJOURNMENT

Moved by Weidenfeld, seconded by Johnson, to adjourn the meeting. Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None
