2. MINUTES APPROVAL - November 19, 2019

3. COMMUNITY PLANNING REPORT

Director Poupard noted that no public hearings are scheduled for 12-17, so that meeting can be cancelled.

He then described the topics that will be reviewed by the Plan Commission in 2020.

Upon inquiry from Member DeBartolo, Director Poupard described how the proposed Dunwood Subdivision is nearly ready for Board approval, pending some minor changes by the Applicant.

5. REVIEW OF DRAFT RESOLUTIONS

Motion to use option 2 resolution by Member Elisco with revisions , second by Melnick Resolution No. 19-PC-19. failed.

A. DOCKET NO. PCD-19-12: 2045 SHERMER ROAD - SCHOOL BUS FACILITY (Closed Public Hearing). Consideration of a draft Resolution recommending approval of an application filed by North Shore Transit Inc. and G2 Real Estate LLC as contractual purchaser of the property commonly known as 2045 Shermer Road, which is currently owned by Illinois Bell Telephone Company, LLC for the purposes of authorizing the following zoning relief: A) Special Permit for Local and Interurban Transit Companies, Yards & Maintenance Facilities (SIC No. 4100.03); B) Variation to reduce the required interior side (north) and rear (east) yard from 5’ to 0’ to accommodate the existing parking lot; C) Variation to reduce the required number of loading space from 1 to 0; and D) Approval of any such variations, waivers, and zoning relief as may be necessary.

The Commission conducted a straw poll on which version of the proposed draft resolution makes the most sense to vote on.

Commissioner Lawrence - No on both versions.

Commissioner DeBartolo - Number 2

Commissioner Melnick - Number 2

Commissioner Elisco - Number 2

Commissioner Morgen - Number 2

Commissioner Riad - No on both versions.

Commissioner Sandler - No on both versions.

Commissioner Pepoon - Number 2

Commissioner Elisco moved with a second by Commissioner Pepoon to approve Resolution Number 19-PC-19, Village of Northbrook Plan Commission, Docket Number PCD-19-12, 2045 Shermer Road, Northshore Transit Inc. as prepared and submitted by staff with the amendment that under "Recommendations, paragraph 2, item A and item 4 - Traffic, that the first option be eliminated and that the Resolution goes forward with the "or" option beginning with the word "applicant". And also, a change to item #1, "Fence", that in addition to repairing the east side fence that it also includes the east half of the north side fence.

A vote was taken on the Resolution as amended:

Commissioner DeBartolo - No

Commissioner Melnick - Yes

Commissioner Elisco - Yes

Commissioner Morgen - Yes

Commissioner Riad - No

Commissioner Sandler - No

Commissioner Pepoon - Yes

Chairman Franklin - No

Chairman Franklin noted that this Resolution is going up to the Board with a negative recommendation.

On voice vote, a motion to adjourn passed unanimously.
