7. HEAR FROM AUDIENCE

Dr. Pinsel a Northbrook resident for over 50 years and a Cardiologist in the northern suburbs for over 40 years, spoke about strokes. In the last few years, there is a treatment called a thrombectomy, which is a twenty-minute procedure similar to a coronary stint, the block can be retrieved, and blood flow restored to the brain. The problem we have in Northbrook is if we call the paramedics, the paramedics follow Region 10 medical protocols and take us to Glenbrook which is not a stroke hospital. There are hospitals in the area that do it, such as Lutheran General and Northwest Community. Northbrook is EMS Region 10 and there is no comprehensive stroke center. He is requesting the help of the Board of Trustees on this matter.

President Pro Tem Buehler stated that we are all governed by EMS Region 10 protocol, so the Board does not have control over which case goes to which hospital.

Trustee Ciesla wants to know what the protocols are, and what the Board can and cannot do. Trustee Collison asked if a family member is allowed to request a certain hospital

Trustee Israel asked what it would take for Glenbrook to be able to perform thrombectomies. Trustee Ciesla asked if there was any data available on the numbers of Northbrook residents

that are actually taken to hospitals for strokes.

Village Manager Nahrstadt stated that staff will have responses to the Board’s questions at the

January 22 meeting.

Bruce Carlson, 1909 Lincoln Avenue, Northbrook, spoke about the no left turn sign at Meadow

and Dundee. According to Village Engineer Matt Farmer, there have been several complaints about people making a left turn at Meadow onto west bound Dundee Road. Mr. Farmer looked into the five-year accident history and decided to create a no left turn rule from 7:00 a.m. to 7:00 p.m. Monday through Friday. Mr. Carlson stated for the last fifteen years he has used Meadow onto Dundee daily. He feels that 7:00 a.m. to 9:00 a.m. is the problem time frame for making a left turn. But, he does not agree with the 7:00 a.m. to 7:00 p.m. prohibition of making a left hand turn Monday through Friday. His own observations do not support this. He is requesting to have the times changed to 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m. which he believes is much more reasonable. He is also requesting to exempt the prohibition of left hand turns on official holidays. Meadow is used by commercial traffic far too often and he would like to see what could be done to keep this a residential area.

Village Manager Nahrstadt replied that the Village Engineer has studied this. Village Engineer Farmer stated that a crash analysis was done both on Meadow and Dundee and it did not show a significant drop in traffic anytime between 7:00 a.m. and 7:00 p.m. and the 7:00 a.m. to 7:00 p.m. prohibition on left turns is warranted from a safety perspective. There have not been any calls received regarding semi-truck traffic.

President Pro Tem Buehler polled the Board to determine if anyone is interested in revisiting the prohibition. Those present unanimously affirmed the 7:00 a.m. to 7:00 p.m. prohibition.

Diana Lee Rothbart, a Northbrook resident for over 40 years who presently resides at Crestwood, stated she does not drive anymore, and she is grateful for the Village taxi service. She stated that in October 2018 she did not receive her full allotment of taxi coupons. Ms. Rothbart stated that she has a calendar with all her October 2018 rides highlighted, showing the days she took a cab and paid $5.00 towards the ride without using a coupon. She is requesting to be reimbursed $50 for the 10 coupons she did not receive.

President Pro Tem Buehler stated that he will have it taken up by the Finance Department. He is not sure what the outcome will be, but he will see that they receive the complaint.

8. MANAGER'S REPORT

Director of Development and Planning Services Tom Poupard reported that there was a fire at 4323 Phyllis almost two years ago. The Village was successful in court in getting a court order for demolition. There were a few snags, i.e., needing an MWRD Permit that did arrive last week. Demolition commenced today, the only thing left standing on the property now is a hearth that will be coming down tomorrow. The property is completely fenced in. Tomorrow they will be back to filling it in and seeding it, making sure there is not a drainage problem.

12. PLANNING/ZONING

A. PRELIMINARY REVIEW - ZONING & DEVELOPMENT APPLICATIONS

1. Preliminary Review of a Request for Special Permit to Allow a Physical Fitness Training Facility at 1880 Holste Road for a Youth Baseball Training Facility

Deputy Director of Development and Planning Services Michaela Kohlstedt reported that 1880 Holste Road, which was recently rezoned to the ICS District, has a request to allow special permit approval for a fitness facility in excess of 2,500 square feet for a baseball training academy that will utilize 4,200 sq. ft. of the existing building. This site has 39 parking spaces. With the inclusion of the proposed baseball training facility, this site would require a total of 35 parking spaces. Baseball training for ages 10 to 14, hours of operation, Monday through Sunday 10:00 a.m. to 10:00 p.m., no outdoor activity. The drop off/pick up policy states that the guardians need to escort the patrons in and out of the facility. Evening and weekend schedule will have roughly six to eight participants with two to three instructors. There will be a 30-minute break between sessions.

Trustee Ciesla asked if anyone has complained about the existing facility nearby. Ms. Kohlstedt responded that she was not aware of any complaints.

Trustee Ciesla has no problem with this use or a ten-year special use permit. The Trustees all agreed.

14. ADMINISTRATION/FINANCE

A. Review and Approval of the November 14, 2017 Administration and Finance Committee Meeting Minutes

Trustee Israel moved, second by Trustee Ciesla. On voice vote, all were in favor.

15. PUBLIC WORKS

A. Review and Approval of the October 30, 2018 Ad Hoc Facilities Meeting Minutes

Trustee Ciesla moved, seconded by President Pro Tem Buehler to approve the minutes. On voice vote, all were in favor.

B. ORDINANCE NO. 2019-05

An Ordinance Amending the Annual Fee Ordinance Regarding Parking Regulations on Asbury Road

Village Engineer Farmer was asked to evaluate the parking on Asbury Road from Greenview Road to Western Avenue by a resident living on Asbury. During the Westcott School drop off and pick up times, vehicles cannot pass while the cars are being loaded from the street side. The requester collected all seven signatures from all residents who live on the block and due to the vehicles being loaded and unloaded approximately all the same time, staff recommends a proposed no parking restriction from 8:00 a.m. to 9:00 a.m. and 2:30 p.m. to 3:30 p.m. on school days.

17. COMMUNITY AND SUSTAINABILITY

A. A Discussion Regarding the Creation of a Green Resident Award Program

Trustee Israel stated that a couple years ago, we instituted the Green Business Award Program and have since awarded one business. We would also like to discuss having that kind of program available to residents where they can come forward and highlight their activities in a green and sustainable manner to the Village, and the Village could promote these types of activities.

Trustee Ciesla feels this is an excellent idea.

Trustee Collison would like to this happen.

President Pro Tem Buehler agreed.

Trustee Israel stated that the direction to staff is to move forward with this idea.
