Village of Arlington Heights Committee-of-the-Whole met Nov. 19.

Here is the minutes provided by the committee:

President Hayes called the meeting to order at 7:45 PM.

BOARD MEMBERS PRESENT: Mayor Hayes; Trustees Baldino, Glasgow, LaBedz, Rosenberg, Scaletta, Sidor, Tinaglia

BOARD MEMBERS ABSENT: Trustee Blackwood

STAFF MEMBERS PRESENT: Village Manager Randy Recklaus; Assistant Village Manager, Diana Mikula

OTHERS PRESENT: Ryan Tracy

A. CONSIDERATION OF RECOMMENDING TO THE LIQUOR COMMISSIONER THE ISSUANCE OF CLASS “B”, “E” and “T” LIQUOR LICENSES TO BEER ON THE WALL, LLC, dba BEER ON THE WALL, LOCATED AT 2 N. DUNTON AVENUE

Mayor Hayes called on Trustee Tinaglia. Trustee Tinaglia stated that his office is doing some drawings for the new business so he is recusing himself from the meeting. Mayor Hayes then asked applicant Ryan Tracy to come forward to introduce himself and be sworn in.

Diana Mikula presented the staff report. The applicant is seeking Class “B”, “E” and “T” Liquor Licenses for Beer On The Wall located at 2 N. Dunton. Mr. Tracy is leasing the space and he has no liquor violations and he is Bassett Certified. In July 2018, police completed background checks on Ryan Tracy, Dennis Olson, Alexandros Pavlos, Chris Altman and in August, Matt Olson. No concerns were noticed. Mr. Tracy is majority owner and will be working on premise; the rest are investors.

Ms. Mikula stated that she will conduct a walk-through of the establishment once the tables and chairs are in place to verify that the layout is consistent with the submitted floor plan. Upon a satisfactory liquor interview, Ms. Mikula stated it would be appropriate to approve the issuance of a Class B, E and T liquor license to this establishment.

Mayor Hayes asked Mr. Tracy about his two other businesses, Aloha Falls and Beer On The Wall (Park Ridge). Mr. Tracy stated Aloha Falls no longer holds a liquor license and that he will share time between the three locations. Mr. Tracy is majority owner and stated there will be a General Manager at the Arlington Heights location.

Questions were asked by Mayor Hayes about the new location in Arlington Heights. Mr. Tracy estimates he will employee between 15-20 employees. All employees will be Bassett Trained before they begin working.

Mayor Hayes asked if Mr. Tracy had ever been cited for violations of local liquor laws in either of his other locations. Mr. Tracy said that he had been fined for a marketing issue with a happy hour violation which they corrected at the Park Ridge location.

Mr. Tracy was asked by Mayor Hayes about the menu. Mr. Tracy said that Friday and Saturday are the only nights they will be open past 11:00pm and the majority of the items will be available from the menu.

Discussion ensued with Trustee Scaletta regarding the number of employees as well as the parking for employees. Trustee Scaletta would like Mr. Tracy to direct his employees to not park on-street but rather park in surface lots or parking garages. Trustee Scaletta asked for clarification on the address of the establishment. Ms. Mikula stated the official lease address is 2 N. Dunton.

Trustee Sidor asked why Arlington Heights was chosen. Mr. Tracy said that their model has worked well in Park Ridge with good commuter traffic so, they looked along the train route for an area with young family demographics that has cool urban concepts.

Mr. Tracy and the Trustees continued discussion regarding price point, menu, location of dumpsters and the enforcement of liquor laws.

TRUSTEE GLASGOW MOVED, SECONDED BY TRUSTEE SCALETTA TO RECOMMEND THAT THE VILLAGE BOARD OF TRUSTEES RECOMMEND TO THE LIQUOR COMMISSIONER THE ISSUANCE OF CLASS “B”, “E” AND “T” LIQUOR LICENSES TO BEER ON THE WALL, LLC dba BEER ON THE WALL, LOCATED AT 2 N. DUNTON AVENUE

THE FOLLOWING VOICE VOTE WAS RECORDED:

7 AYES 0 NAYS 1 RECUSED (Tinaglia)

The motion passed.

B. ADJOURNMENT

Trustee Glasgow moved, and Trustee Scaletta seconded the motion to adjourn. The meeting adjourned at 8:01 p.m.
