Call to Order

The meeting was called to order at 6:28 p.m. in the Terrace Conference Room of the Village Hall. On roll call, present were Trustees Israel and Han. A quorum was present. Also present were Kelly Hamill, Director of Public Works; Matt Morrison, Assistant Director of Public Works; Mark Cacioppo, Tree Preservation Officer; Erik Jensen, Assistant to the Village Manager – Public Works. Present in the audience were representatives of 32 Bridlewood Road, Irene Dumanis, Property Owner; Monica Mingione, Engineer; Sergei Safonov; Architect.

Discussion of 32 Bridlewood– Tree Permit Review

A power point presentation was provided with a brief overview of the tree removal process. Any landmark tree or heritage tree that is located in the required yard must go to the Public Works Committee for their consideration. The Public Works Committee then provides a recommendation to the Village Board who would then approve or deny the removal.

Fourteen (14) landmark trees are located in the required yard of the property at 32 Bridlewood Road where the property owner has proposed the construction of a new single family home and pool. Additionally, two (2) heritage trees are located in the buildable area. The landmark and heritage trees are in conflict with the construction of the new home and stormwater facilities as currently proposed. At this time, the lot is undeveloped, aside from a concrete patio. 96 of the 108 trees currently existing on the property are requested for removal. The majority of these trees are in average to good health.

The Staff Recommendation is for the property owner to be required to pay a reforestation fee of $150 per diameter inch for the removal of the fourteen (14) landmark trees in the required yard totaling 203 inches, for a total of $30,450. Staff is also recommending that the property owner be required to pay a reforestation fee of $250 per diameter inch for the removal of two (2) heritage trees located in the buildable area of the yard, totaling 49 inches for a total of $12,250. As has been the Village practices, these trees shall be used for a purpose other than firewood, mulch, or woodchips. These fees may be reduced based on reforestation on the property using approved trees and outlined in a landscape plan approved by the Director of Public Works. The property owner will be required to meet the conditions of any tree permits issued for the removal of any other trees on the property. Lastly, the property owner must take aggressive measures to preserve other existing landmark and heritage trees on the property.

Trustee Israel noted that most of the trees on the property are being removed for development and expressed that neighbors may have concerns about the number of trees cleared for this purpose. He stated that the Village of Northbrook has ordinances in place to try and preserve as many trees as possible and that any monies collected from the removals will go to replanting. He encouraged the property owner to have a landscaping plan and replant as many trees as possible on the lot.

Trustee Israel asked if anyone had any comments or concerns. There were no comments.

Trustee Israel moved, seconded by Trustee Han, to approve the recommendation from Staff for 32 Bridlewood Road. On voice vote, the motion passed unanimously. Trustee Israel stated this item will be placed on the October 9th Village Board meeting agenda for formal action.

Trustee Israel moved, seconded by Trustee Han to adjourn the meeting at 6:38 p.m. On voice vote, the motion carried.
