Democrat Mike Quigley has been declared the winner in the 5th Congressional District against Republican Tom Hanson.
With 90 percent of the precincts reporting, Quigley had 77 percent of the vote with a total of 184,162 votes.
Hanson received 23 percent of the vote with a total of 55,483 votes.
