Village of Wheeling Liquor Control Commission met Aug. 6.

Here is the minutes provided by Committee:

1. Call to Order

Chairman Horcher called the Meeting to order at 6:30 p.m.

2. Pledge of Allegiance led by Chairman Horcher

3. Roll Call - Village Clerk Elaine E. Simpson called the roll and the following Commission members were present: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

4. Approval of Minutes

A. Approval of Minutes of the Special Meeting of June 4, 2018

Motion by Dave Vogel, second by Mary Papantos to Approve Minutes as presented.

Final Resolution: Motion Approved

Yes: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

B. Approval of Minutes of the Special Meeting of June 18, 2018

Motion by Ray Lang, second by Mary Krueger to Approve Minutes as presented.

Final Resolution: Motion Approved

Yes: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

5. Citizen Concerns and Comments

Grace Bastone spoke out against increasing the number of liquor licenses in the Village.

Donna Bastone spoke out against increasing the number of liquor licenses in the Village associated with gambling.

Deborah Wilson commented on an event at a Wheeling farm.

6. New Business

A. Consideration of a Request for a Class N-V Liquor License from Dolly’s Bistro LLC DBA Dolly's Bistro

Clerk Simpson read the title into the record.

Village Manager Jon Sfondilis reviewed the item and read the following conditions for approval:

1) passage of legislation by the Board of Trustees granting special use approval as applicable; 2) passage of an ordinance by the Board of Trustees authorizing the creation of a new Class N-V liquor license; 3) payment of all applicable fees; and 4) satisfactory background check results.

Petitioners were present and answered questions from the Commission.

Motion by Mary Papantos, second by Ray Lang to Approve with conditions as read.

Final Resolution: Motion Failed

Yes: Mary Krueger, Mary Papantos, Joe Vito

No: Pat Horcher, Ken Brady, Ray Lang, Dave Vogel

B. Consideration of a Request for a Class N-V Liquor License from June's Wheeling LLC DBA June's Lounge

Clerk Simpson read the title into the record.

Village Manager Jon Sfondilis reviewed the item and read the following conditions for approval:

1) passage of legislation by the Board of Trustees granting special use approval as applicable; and 2) passage of an ordinance by the Board of Trustees authorizing the creation of a new Class N-V liquor license.

Brief discussion was held on the cap on this license type and putting similar businesses in the same area.

Village Attorney James Ferolo clarified what is in the purview of the Board related to having additional liquor licenses "on the books".

Petitioner was present and answered questions from the Commission.

Motion by Mary Krueger, second by Mary Papantos to Approve with conditions as read.

Final Resolution: Motion Failed

Yes: Mary Krueger, Mary Papantos, Joe Vito

No: Pat Horcher, Ken Brady, Ray Lang, Dave Vogel

7. Executive Session-None

8. Action on Executive Session Items

9. Adjournment

Chairman Horcher asked for a Motion to adjourn.

Motion by Ray Lang, second by Mary Krueger.

Final Resolution: Motion Approved

Motion carried by Voice Vote, all ayes, the meeting adjourned at 6:53 p.m.
