All items listed in section “Special Presentations and Reports” are for informational purposes only. As such, the city council is not expected to take action at this time on any item listed below.

A. Sikich LLC Audit Presentation

Jim Savio, Partner of Sikich, LLP will provide an overview of the city of Elgin’s 2017 Consolidated

Annual Financial Report (CAFR).

B. 2018 Capital Investment Plan Presentation

Preview of 2018 capital projects including street resurfacing, bridge rehabilitation and various utility projects.

Initiatives and Other Items

C. Consideration of Adoption of a Resolution to Approve One Recipient for the 2018 Residential

Conversion Grant Program ($28,000)

Objective: Award a grant to the owner of a lawful nonconforming, multiple-unit residential property to return the property to a conforming status.

D. Consideration of Amendment No. 2 to Engineering Services Agreement with Strand Associates, Inc. for Various Utility Department Projects ($50,100)

Objective: Provide engineering services for a variety of projects to maintain and improve the City’s water treatment facilities and utility infrastructure.

E. Consideration of Amendment Agreement No. 3 with Engineering Enterprises Inc. for Construction Engineering Services Regarding the Bowes Road Interceptor Sewer Trunk 20 – Phase 2 Gravity Extension ($113,002)

Objective: Provide for the construction phase professional engineering services required to act as the City’s representative in the management of the Bowes Road Interceptor Sewer Trunk 20 –

Phase 2 Gravity Extension construction project.

F. Discussion of Police Chief Selection Process (Councilwoman Powell and Councilman Dunne)

Councilwoman Powell and Councilman Dunne are requesting a public discussion on the selection process for the next chief of police.
