Village of Roselle Committee of the Whole met November 27.

Here is the minutes provided by the Committee:

Present: Mayor Maglio, Trustees Berkshire, Devitt, Domke, Pileski, Pransky and Trejo.

Others Present: Jeff O’Dell, Jason Bielawski, Jim Knippen, Steve Herron, Roman Tarchala, Dan Anderson, Mark Bozik, Pat Watkins, Caron Bricks, Tom Dahl, Victor Ramirez, Greg Gruen, and Patty Burns.

2. Approve Prepared Agenda

Motion by Trustee Devitt, second by Trustee Trejo, to Approve the Agenda as Presented.

4. Lagioia Pre-Annexation Of 22w207 Thorndale Avenue – Request For A Three Month Extension Of Terms Of The Agreement.

The LaGioia pre-annexation agreement was executed 6 months ago. To date, the owner has not connected to water per his pre-annexation agreement. The pre-annexation agreement states that if the owner of the property has not met the terms within the stated time frames (breach), the Village in its sole discretion can determine that we have no obligation to provide water service. Staff recommends that we re-notice this matter in order to match the new policy for sidewalks in a pre-annexation agreement (i.e. payment in cash of 110% value of the engineer’s estimate of costs).

The LaGioia’s have acquired a water tap permit and posted their security deposit related to the sidewalk requirement; but the work will not be completed for another few months. He has submitted a letter with the request that we extend his terms to connect to the water line for three more months. Mr. LaGioia is rehabbing the existing home and is still obtaining bids for the project; thus he is trying to time all improvements simultaneously.

Staff was directed to allow for a three month extension of the terms of the Pre- Annexation Agreement.

5. Annexation Of Rodenburg Road Subdivision, 7n601 Rodenburg Road.

The Planning and Zoning Commission recommended in favor (5-0) of the approval of a map amendment upon annexation from OR – Office Research District (DuPage County) to R-2 Single Family Residence District and the preliminary plat of subdivision for the Rodenburg Road Subdivision, following the public hearing on November 7, 2017, with the following condition:

1. The excess acreage of the proposed subdivision (known as Lot 9 on the preliminary plat) be deeded to a government entity prior to the issuance of any building permit.

Ten (10) members of the audience spoke during the public hearing. A majority of the questions that were asked were in regards to historic flooding on the property that impacts Hampton in the Park and the Turnberry Manor subdivisions. Other concerns included the impact of the subdivision on wildlife and the type of residences that would be constructed on the lots.

The Committee of the Whole originally discussed the proposed Rodenburg Road Subdivision on October 12, 2015. At this meeting, the Committee agreed that turn- arounds for each lot be provided so that vehicles would not be backing out onto Rodenburg Road. The petitioner has included the turn-arounds for each lot as part of the most recent engineering submittal.

One other concern held by members of the public as well as Village Staff is how Lot 9 (the excess acreage) will be maintained over time. DuPage County Stormwater Department has submitted a letter expressing serious interest in acquiring Lot 9 to enhance the wetlands located on the property. Village Staff has made the assignment, or deeding of Lot 9, a condition for any building permit to be issued as part of the Draft Annexation Agreement. The petitioner will be responsible for ensuring that ownership of the property is changed to a government entity capable of caring for and enhancing the wetlands on the property.

As part of typical subdivision improvements and the future of Rodenburg Road to be decided at a later date between the Village of Roselle and Schaumburg after Phase 1 Engineering has been completed, the Village has requested a $15,000 per lot charge (fee-in-lieu) to be associated with improvements to Rodenburg Road. The Petitioner is agreeable to that amount. This stipulation is also included in the Draft Annexation Agreement.

Village Staff suggested the map amendment to R-2 (instead of the R-1 typically designated at time of annexation) due to the width of the lots. If R-1 Zoning were given to the subdivision, Lots 2-7 would need lot width variations.

Trustee Berkshire requested that some part of the fee in lieu $15,000 be used towards a bike path along the east side of Rodenburg Road in the area of the development.

Mayor Maglio asked what the price range of these homes will be. $550,000 to $600,000.

Staff was directed to move forward with the proposed annexation and subdivision.

6. FY 2018 Proposed Budget Wrap-Up

Staff has reviewed a proposal for the Village Hall HVAC replacement project and recommends the project be put on hold until 2019. The proposed budget reflects an expenditure of $200,000 in 2018 to replace all four HVAC units. The proposal reflects a couple of options (1) replacement of all four HVAC units, but keep the same VVT system in place or (2) replacement all four HVAC units, but install a new VAV system. Option 1 reflects a cost of $180,000 while Option 2 reflects a cost of $388,000. The recommendation to delay the project is based on the time and resources needed for project management as the roof replacement at the public works administration building will occupy a great deal of staff’s time this year. Therefore, the budget scorecard reflects the elimination of the $200,000 expenditure in FY 2018.

Trustee Devitt requested the Village contribute an additional $2,500 for the Chamber of Commerce Rose Parade. The proposed budget reflects a contribution of $10,000. Mayor Maglio and several Trustees requested information regarding any additional expenses incurred by the Village to assist the Chamber with the Rose Parade. For the 2017 Rose Parade, the Village incurred $3,289.11 in police department overtime, $779.25 in public works overtime, and $2,559.30 in expenses related to signage, barricades, street sweeping, and portable restrooms.

Trustee Berkshire asked whether the additionally requested money was to add more to the parade or for cost increases. Both.

Trustee Pileski does not see the need for an additional $2500. He supports giving an additional $1000.00.

Trustee Berkshire agrees with Trustee Pileski. He suggests that the Chamber rethink some of the expenses associated with the parade. He suggests giving $1500.00.

Trustee Domke agrees as well. He would like to see a better parade, not a bigger parade.

Mayor Maglio stated that the Rose Parade does bring a lot of people to Roselle, but the parade is very costly for the Village.

Trustee Pileski added that he would like to see a policy developed to help shape these types of decisions for all organizations that the Village has relationships with.

Staff directed to add $1,500.00 to the Chamber Rose Parade line item.
