1. Call To Order
The meeting of the Board of Trustees of the Village of Roselle was called to order at 7:00 p.m. by Mayor Maglio.
2. Pledge Of Allegiance – Led by Mayor Maglio.
3. Roll Call:
Upon Roll Call the following answered: Mayor Maglio, Trustees Berkshire, Devitt, Domke, Pileski, Pransky and Trejo.
Others Present: Village Administrator Jeff O’Dell, Assistant Village Administrator Jason Bielawski, Village Attorney Jim Knippen, Finance Director Tom Dahl, Community Development Director Patrick Watkins, Village Planner Caron Bricks, Fire Chief Dan Anderson, Deputy Fire Chief Mark Bozik, Police Chief Steve Herron, Deputy Police Chief Roman Tarchala, Interim Public Works Director Victor Ramirez, Village Engineer Greg Gruen and Village Clerk Patty Burns.
4. Presentation Of Prepared Agenda
Motion by Trustee Devitt, second by Trustee Trejo, to Approve the Prepared Agenda as presented.
Upon voice vote: Motion Carried.
Request by Trustee Domke to remove the November 13, 2017 Committee of the Whole minutes from the Consent Agenda and place them under Administration for discussion.

6. Officials And Staff Reports
6a. Mayor
1)Adopt Resolution 2017-2005 authorizing the Village Attorney to initiate litigation for remediation, or demolition of the property located at 403 North Roselle Road.
Motion by Trustee Devitt, second by Trustee Trejo, to Adopt Resolution 2017-2005.
Upon voice vote: Motion Carried.
2) Adopt Resolution 2017-2006 urging the Governor to veto Senate Bill 1451. Motion by Trustee Devitt, second by Trustee Trejo, to Adopt Resolution 2017-2006.
Upon voice vote: Motion Carried.
3) Thank you to all Cocoa Crawl volunteers for a very successful event.
6B. Village Trustees – Trustee Pileski invited everyone to Lake Park High Schools Education Foundation “Night of Fine Dining”. This fundraiser costs $35 and includes dinner and a play.
Trustee Devitt reported that the Turkey Trot was the most successful ever with 464 participants. He thanked all the volunteers.
Trustee Domke also thanked all volunteers associated with the Turkey Trot and Cocoa Crawl.

Motion by Trustee Trejo, second by Trustee Devitt, to Open a Public Hearing for the Annexation of 1617 Larson Lane at 7:09 pm.

Motion Carried.
The public hearing notice was published in the Daily Herald on November 10, 2017 for the annexation of 1617 Larson Lane. The property owner is preparing plans to tear down the existing home and construct a new single- family residence. There were no comments or questions from the Public or Village Board.
Trustee Trejo recommended approval of the annexation. Second by Trustee Devitt.
Motion by Trustee Trejo, second by Trustee Devitt, to Close the Public Hearing at 7:12 pm.

9b. Pass Ordinance 2017-3936 Authorizing Execution Of An Annexation Agreement For 1617 Larson Lane.
Motion by Trustee Trejo, second by Trustee Devitt, to Approve Item 9B.

9C. Pass Ordinance 2017-3937 Annexing Territory To The Village Of Roselle, Dupage And Cook Counties, Illinois, And Establishing R-2 Single Family Residence District Zoning And Amending The Zoning Map For 1617 Larson Lane (745 Larson Lane).
Motion by Trustee Trejo, second by Trustee Devitt, to Approve Item 9C.

10. Administration – Trustee Heather Pransky
10a. Presentation Of Committee Of The Whole Minutes Of November 13, 2017.
Trustee Domke stated that he would like to have some of his comments noted in the minutes as they related to the Board’s discussion of the Elected Officials initiatives in the 2018 Budget. Specifically, he asks to have the following added; Trustee Domke suggested that the Board should not make decisions based on fear. Trustee Pileski said that all Villages will be covered with wifi in the future.
Trustee Berkshire then added that he would like his comments added as follows; Trustee Berkshire stated that Main Street and the Village as a whole were not a part of the discussion and it is not the Village’s responsibility to provide wifi to Main Street or the whole town.
Motion by Trustee Domke, second by Trustee Trejo, to Approve the November 13, 2017 Committee of the Whole minutes as amended.
