City of Park Ridge Historic Preservation Commission met Sept. 6.

Here is the minutes provided by the Commission:

A. Roll Call

Chair Barclay welcomed new Commissioner Costanza and Alderman Joyce to the Commission.

Present: Judy Barclay, Chair; Paul Adlaf; Sharon Bollinger; Mario Constanza; Shel Newman; Julie Tiu

City Council: Alderman Joyce

Staff: Jon Branham, Senior Planner; Mary Beth Golden, Administrative Assistant

Others Present: Two audience members

Absent: Barbara Christopher, John Mackin, Joan Mattingly

B. Approval of Minutes - June 7, 2017

On a motion by Commissioner Tiu, seconded by Commissioner Bollinger, the Commission agreed to approve the minutes from the June 7, 2017 meeting, as submitted,

This motion was unanimously approved by voice vote.

C. Citizens Wishing to be Heard on Non-Agenda Items

Margaret Guzek, historic preservation consultant, stated she would like to Continue with another survey for the Hodges Subdivision area of Park Ridge. She summarized the proposed boundaries of the survey,

Commissioner Newman inquired about the age of structures in the survey area. Ms. Guzek stated information was limited, but perhaps homeowners could assist, as well other outlets such as the Cook County Recorder of Deeds,

Commissioner Adlaf commented on the overall size of the area and Commissioner Bollinger inquired about the total number of 100-year-old homes in the area. Ms. Guzek stated she would update the Commission every three months with research updates, explaining that the survey targeted completion date is November 2018.

Alderman Joyce asked for an explanation of the original survey. Ms. Guzek provided a general overview and informed the Alderman where he could obtain a copy of the survey.

Chair Barclay inquired whether the west side of Courtland Avenue would be included within the survey area. Ms. Guzek indicated she would research this item further,

Commissioner Adlaf asked if a sponsor had been identified for the survey. Ms. Guzek indicated there is no donor to date but was confident funding could be obtained.

i. 100 Year-Old Hones

Chair Barclay announced two additional homes to the 100-Year-Old Homes list including 228 Lake Avenue and 202 North Lincoln Avenue. She acknowledged that the list continues to grow and thanked the owners for coming forward,

ii. Potential Historic District

Margaret Guzek stated should would likely return in October or November to further discuss the potential Historic District at Cedar Street and Northwest Highway.

Commissioner Newman inquired if Prospect Park could be considered for historic district designation. Mr. Branham responded that the property consisted of only one zoning lot, and therefore could not be considered for designation.

F. New Business -

Chair Barclay announced that Park Ridge was recently honored through the National Historic Preservation Act, on its 50" Anniversary, for being a Certified Local Government (CLG) and a partner in the Federal Preservation Program since 2012. She stated the commendation came from the National Park Service and the Department of the Interior. She applauded the Commission members present for this honor and explained the benefits of being a CLG.

Commissioner Newman inquired about the American Legion monument in South Park. He explained that he had also been in contact with the Park Ridge Park District. He explained that the Commission could landmark the monument and not the specific location. He stated the Park District could then move the monument without losing the historic value. He added that the monument would likely not be moved out of South Park but could change the location within the Park.

The Commissioners discussed the original location of the monument and the historic designation of an object as well as the ownership of the monument. It was decided that more information would be needed and the topic would be further discussed. Commissioner Adlaf added that he had an article from 1947 pertaining to the dedication of the monument and indicated he would forward the information to staff and the Commission.

Commissioner Costanza and Alderman Joyce provided some background information about themselves, Each Commissioner and staff also introduced themselves to the new members.

G. Adjournment

On a motion by Commissioner Newman, seconded by Commissioner Tiu, the Commission agreed to adjourn the meeting.

This motion was unanimously approved by voice vote.
