Village of Wheeling Liquor Control Commission met Aug. 7.

Here is the minutes provided by the Commission:

1. Call to Order

Meeting called to order at 6:30 PM

2. Pledge of Allegiance led by President Horcher

3. Roll Call - Clerk Simpson called the roll and the following members were present: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

A reporter from Journal & Topics was present.

4. Approval of Minutes

Approval of Minutes of the Special Meeting of July 17, 2017

Motion by Dave Vogel, second by Mary Papantos to approve Minutes as presented.

Yes: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

Final Resolution: Motion Approved

Citizens Concerns & Comments

Deborah Wilson spoke about a line item on the Bills list that will be voted on during the Regular Board meeting. It was determined that the item would be addressed during that portion of the Regular meeting.

5. New Business

A. Consideration of a Request for a Class L Liquor License from Osteria Wheeling LLC DBA Saranello’s for an Event to Be Held at 910 McHenry Road on August 24, 2017

Village Clerk Elaine E. Simpson read the item into the record.

Village Manager Jon Sfondilis described the event; there were no questions from the Board.

President Pat Horcher disclosed that the location of this event is the farm where he has worked and lived his entire life.

President Horcher asked Petitioner if they are being paid for the event; the Petitioner stated that he is still working with the owner of the farm, President Horcher's brother, on this subject. President Horcher stated he will abstain from the vote for this reason.

Motion by Dave Vogel, second by Ken Brady.

Yes: Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

Abstain: Pat Horcher

Final Resolution: Motion Approved

B. Consideration of a Request for a Class L Liquor License from Priester Aviation for Events to Be Held at 1061 South Wolf Road on September 16, 2017 and at Two Unspecified Later Dates

Village Clerk Elaine E. Simpson read the item into the record.

Village Manager Jon Sfondilis described the event and answered a question from the Board.

Motion to approve Class L license for September 16 event conditionally on the payment of liquor license fees, and to approve Class L licenses for two additional events conditionally on final review and approval by the Village Manager.

Motion by Ray Lang, second by Mary Papantos.

Yes: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

Final Resolution: Motion Approved

C. Consideration of a Request for a Class B-V Liquor License from El Alamo Mexican Grill, LLC DBA El Alamo Mexican Grill/Mexcal (5658 N. Wolf Road)

Village Clerk Elaine E. Simpson read the item into the record.

Village Manager Jon Sfondilis reviewed the request for approval of adding gaming terminals. Victor Rangel appeared on behalf of El Alamo and answered questions from the Board.

Motion to approve conditionally on passage of an ordinance by the Board of Trustees authorizing the creation of a new

Class B-V liquor license.

Motion by Mary Krueger, second by Dave Vogel to approve with noted condition.

Yes: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

Final Resolution: Motion Approved

Village Manager Jon Sfondilis read the Class B-V license description into the record.

D. Consideration of a Request for a Class D-2 Liquor License from Target Corporation DBA Target Stores T-1385 (1400 W. Lake Cook Road)

Village Clerk Elaine E. Simpson read the item into the record.

Village Manager Jon Sfondilis reviewed the request noting the following conditions:

1. passage of legislation by the Board of Trustees granting applicable special use

2. passage of an ordinance by the Board of Trustees authorizing the creation of a new Class D-2 liquor license

3. satisfactory background check results for applicable individuals

4. Proof of BASSET certification for all applicable employees

Target representative Stephanie Terholdt was present and answered questions from the Board.

Motion by Ray Lang, second by Mary Papantos to approve with noted conditions.

Yes: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel

Final Resolution: Motion Approved
