Village of Wheeling Plan Commission met July 13.

Here is the minutes provided by the Commission:

1. Call to Order

Chairman Ruffatto called the meeting to order at 6:30 p.m. on Thursday, July 13, 2017.

2. Pledge of Allegiance

Present were Commissioners Blinova, Creech, Dorband, Johnson, Kalis, Powers and Ruffatto, Also present were Brooke Jones, Senior Planner and Mallory Milluzzi, Village Attorney.

A) Docket No. 207-8

Target

1400 Lake Cook Road

Special Use-Site Plan. Approval to Establish Packaged Liquor Sales

See Findings of Fact and Recommendation for Docket No. 2017-8.

Commissioner Dorband moved, seconded by Commissioner Johnson to recommend approval of Docket No. 2017-8, granting Special Use-Site Plan Approval as required under Title 19, Zoning, of the Wheeling Municipal Code, Chapter 19-06 Commercial Districts, Chapter 19-10 Use Regulations, Chapter 19-12 Site Plan. Approval Requirements, and associated sections, in order to establish Packaged Liquor Sales, substantially in conformance with the cover letter and floorplan submitted June 13, 2017 by Target, located at 1400 Lake Cook Road, Wheeling Illinois with the following conditions:

1. The area of liquor display shall be limited to one aisle and one cooler section both within the highlighted area of the floor plan;

2. Consider additional security measures for the liquor areas; and

3. Additional seasonal or promotional liquor displays shall be allowed in the grocery, front of store and checkout areas.

On the roll call, the vote was as follows:

Ayes: Commissioners Blinova, Creech, Dorbandi, Johnson, Kalis, Powers, Ruffatto

Nays: None

Absent: None

Present: None

Abstain: None

There being seven affirmative votes, the motion was approved.

Commissioner Dorband moved, seconded by Commissioner Powers to close Docket No. 2017-8. The motion was approved by a voice vote.

8. Approval of Minutes - June 22, 207 (including Findings for Docket No. 207-3 and Docket No. 2017-5A&B

In response to Commissioner Dorband's question, Ms. Jones confirmed Commissioner Kalis should have been listed under roll call.

Commissioner Dorband also noted that Commissioner Kalis was not listed under the first motion.

Commissioner Dorband moved, seconded by Commissioner Powers to approve the minutes dated June 22, 2017 as amended. The motion was approved by a voice vote.

9. Other Business

Chairman Ruffatto welcomed new Commissioner Kalis to the Plan Commission.

Chairman Ruffatto announced the invitation for the Wheeling Town Center groundbreaking on Wednesday, July 19" at 11:30 a.m. – 2:30 p.m.

Chairman Ruffatto referred to the photograph of the existing conditions on the outside of the Target store. He was unsure if it was relevant for the docket this evening since the petition was for the interior of the store. Ms. Jones explained it gave familiarity of the property but noted that she didn't have to provide a photograph if the Commission didn't need it. Chairman Ruffatto was uncertain of the value since the petition was not for the exterior of the store.

Commissioner Johnson mentioned that there had been a lot of Work done on the spec building on Northgate Parkway.

Commissioner Blinova had no comments.

Commissioner Powers had no comments.

Commissioner Dorband announced that the Wheeling Prospect Heights Chamber of Commerce & Industries golf outing is scheduled on Thursday, July 20". Please contact 847,541,0170 for information.

Commissioner Kalis was excited to be part of the community.

Commissioner Creech had no comments.

10. Adjournment

Commissioner Powers moved, seconded by Commissioner Johnson to adjourn the meeting at 7:00 p.m. All were in favor on a unanimous voice vote and the meeting was adjourned.
