City of Elgin Committee of the Whole met July 12.

Here is the minutes provided by the Committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmembers Powell and Rauschenberger.

Approval of Minutes

Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the June 28, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Contract Renewal with Municipal Collections of America for Collection of Unpaid Parking and Adjudication Fines

Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the contract renewal with Municipal Collections of America for the collection of unpaid parking and adjudication fines in order to streamline the process for municipal code violations while bypassing the county court system. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Renewal of Agreement with School District U-46 for the Continuation of the School Resource Officers

There was discussion regarding the payment of overtime and the benefits this agreement provided to the community.

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve an agreement with School District U-46 for officer salary reimbursement relating to officers assigned to the School Resource Officer Program in the amount of $480,899 in order to provide a police presence within schools to promote student and staff safety and security. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Amendment No. 1 to Engineering Services Agreement with Strand Associates Inc. for Various Utility Department Projects

Councilmember Dunne made a motion, seconded by Councilmember Martinez, to approve Amendment No. 1 to the agreement with Strand Associates Inc. in the amount of $120,000 in order to provide engineering services for a variety of projects to maintain and improve the city’s water treatment facilities and utility infrastructure. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Shaw announced an event about property tax assessment being held on July 13th starting at 6:00 p.m. at the Gail Borden Public Library.

Councilmember Dunne thanked the community for participating in the 4th of July Parade. He also thanked the community for their support of the Fire Department, as well as expressed his gratitude for the Grand Marshalls for the parade for the 150 years they have served the community.

Councilmember Steffen announced the upcoming Dennis Jurs Memorial Bike Races being held on July 18th from 10:00 a.m. to 8:00 p.m. in the North East Neighborhood.

Announcements from Staff

Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events.

Adjournment

Councilmember Shaw made a motion, seconded by Councilmember Gavin, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Pending, Probable or Imminent Litigation Against, Affecting, or on Behalf of the Public Body before a Court or Administrative Tribunal - Exempt Under Section 120/2(c)(11) of the Open Meetings Act

The meeting adjourned at 6:15 p.m.
