Village of Glencoe Public Safety Commission met March 15.

I. Call to Order and Roll Call

The Public Safety Commission meeting was called to order at 6:47 p.m.

II. Consideration of March 5, 2017 Meeting Minutes

Chair St. Eve made a motion to approve the March 6, 2017 open session and closed session

minutes. Commissioner Rubinstein seconded the motion. Said motion was adopted by the

following vote:

Ayes: St. Eve, Rubinstein (2)

Nayes: None (0)

III. Public Comment

There were no comments from the public.

IV. Closed Session

Commissioner Rubinstein made a motion, seconded by Chair St. Eve, to move into closed

session pursuant to Section 2(c)(1) of the Illinois Open Meetings Act to discuss the

appointment and employment of specific employees of the Village. Said motion was

adopted by the following vote:

Ayes: St. Eve, Rubinstein (2)

Nayes: None (0)

The Commission reconvened into open session at 7:18 p.m.

V. Consideration of Lieutenant Appointment

Commissioner Rubinstein made a motion, seconded by Chair St. Eve, to appoint Matthew

Esposito to the position of Lieutenant, contingent upon a successful pre-promotion

psychological test, to be effective on or around April 15, 2017. Said motion was adopted by

the following vote:

Ayes: St. Eve, Rubinstein (2)

Nayes: None (0)

Vi. Public Safey Officer Applicant Disqualification Hearing

The Commission held an applicant disqualification hearing for PSO applicant James Rivard.

Chair St. Eve opened the hearing and Commissioner Rubinstein placed Mr. Rivard under

oath. Mr. Rivard thanked the Commission for the opportunity for the hearing and described

the preparation he has completed for a Public Safety Officer position, including his

education, police officer pre-certification training in the State of Wisconsin and his work

experience. Mr. Rivard explained that the reason he has chosen a career in public safety for

the satisfaction of helping others. Chair St. Eve thanked Mr. Rivard for speaking with the

Commission and said that regardless of the Commission’s decision in this matter, she

encouraged him to continue developing his skills and applying for positions.

Commissioner Rubinstein echoed Chair St. Eve’s statement and said that Mr. Rivard is

welcome to apply for the Village’s examination process again in the future. Chair St. Eve

closed the hearing.

Chair St. Eve made a motion, seconded by Commissioner Rubinstein, to move into closed

session at 7:30 p.m. pursuant to Section 2(c)(1) of the Illinois Open Meetings Act to discuss

the appointment and employment of specific employees of the Village. Said motion was

adopted by the following vote:

Ayes: St. Eve, Rubinstein (2)

Nayes: None (0)

The Commission reconvened into open session at 7:33 p.m. Commissioner Rubinstein made

a motion, seconded by Chair St. Eve, to uphold the disqualification of Mr. Rivard. Said

motion was adopted by the following vote:

Ayes: St. Eve, Rubinstein (2)

Nayes: None (0)

VII. Other

AVM Tanner briefed the Commission on the status of the new PSO examination process and

informed the Commission that one applicant stated he is unavailable for the preemployment

assessment center process due to voluntary participation in a military

competition. AVM Tanner explained she inquired as to whether the assessment center

could be offered at another time, and learned that it cannot. She said that Village Attorney

Mark Burkland advised that the Commission is not required to provide any type of

scheduling accommodation and that the applicant may need to choose whether he will

participate in the required assessment center examination element or withdraw from the

examination process. The Commission acknowledged that the Village attempted to

determine whether there was an alternative for holding the assessment center and that it

supported this direction.

VIII. Adjourn

Chair St. Eve made a motion to adjourn the meeting at 7:36 p.m. The motion was seconded

by Commissioner Rubinstein. Said motion was approved by the following vote:
