VIII. CITIZENS TO BE HEARD

Angie Hamada suggested that the Board sponsor a community round table

discussion on the Cook County Minimum Wage and Paid Sick Leave

Ordinances. The Board is scheduled to vote on the possibility of opting out

on May 1

st. She said this is an issue people care deeply about and

warrants further discussion.

President Hayes said that if the Village was considering passing its own

ordinance, workshops or round tables would be appropriate, but he didn’t

see the need for them in this case. It depends on what the Board does at

its May 1 meeting. In the meantime, Board members continue to gather

input from stakeholders to make a reasoned decision on May 1.

Trustee Rosenberg said Mr. Ridler from the Chamber discussed the

possibility of hosting a forum. Something may be forthcoming from them.

Mr. Recklaus said there is no official word from the Chamber yet. If more

comes forward, it will be put out to the Board and the public.

A. 504 S. Mitchell Subdivision - PC#14-016

Final Plat of Subdivision

Approved

Mr. Perkins said this is a 4 lot subdivision on Mitchell and Walnut that was

approved in April of 2016. The final engineering plans have moved forward

and it has the unanimous approval of the Plan Commission.

John Dimucci, the petitioner, said one of the conditions was a $11,000 fee

per lot for maintenance of the storm water detention basin. He said the

cost seemed high as they are putting in the detention and it will be

maintenance free once it is done. There are bonds in place if it is not done

correctly or the trees die. He said he took over the project from the

previous owner and knew there would be a cost per lot, but didn’t expect it

to be this much and was shocked by the amount.

Mr. Perkins said when Christina Court came before the Board, it was the

first time a subdivision fell under the new MWRD requirements which

require more elaborate detention basins for storm water. The required

basins have plant material at the bottom, can hold one inch of water and

take a lot more money and time to maintain. Ultimately they are a burden

on tax payers. Staff asked for Burke Engineering to provide a 10 year

estimate of costs for such basins. Since this subdivision is only three lots,

the cost per lot is higher.

Trustee Scaletta asked if below ground detention were more affordable. Mr.

Dimucci said no. Trustee Scaletta said the Village can’t have new

developments that require the rest of the taxpayer to support their

detention costs. After 10 years, the Village will have to take over the

maintenance. These fees give future Boards a little help with maintenance

costs.

B. Building Code Review Board: Proposed Variance

Request from Chapter 23, Section 23-402

(amended 903.2); and Chapter 27, Section 27-

102 (amended 903.2) of the Arlington Heights

Municipal Code for 412 W. Algonquin Road

Approved

Mr. Touloumis said the Arlington Animal Hospital is adding 10% to their

building. The Building Code requires sprinklers to be installed for the

addition and a portion of the remodel. The petitioner asked to waive the

requirement of the sprinklers. Jason Sanderson of RWE Management said

the Animal Hospital has worked alongside staff to add other fire protection

systems to the building in order to come up with a fair solution.

Trustee Scaletta said the petitioner went back after the first meeting of the

Building Code Review Board and the plans now provide a level of

protection that satisfy the BCRB.

Trustee Glasgow asked if all avenues were explored.

Trustee Scaletta said when relief is requested, cost cannot be the sole

reason for hardship. The goal is to have a consistent level of safety in all

buildings. This building will now have a better level of protection than it

has today. The Fire Department concurs that the recommended fire alarm

system and Type IIB construction will provide the appropriate protection.

Trustee Glasgow said each property is unique and this variation does not

create a precedent. He said he appreciated the petitioner going through the

extra steps. He wanted to ensure the project was fire rated correctly.

Trustee John Scaletta moved to approve. Trustee Thomas Glasgow

Seconded the Motion.

XIII. LEGAL

A. An Ordinance Approving an Agreement Between

the Village of Arlington Heights and the

Metropolitan Alliance of Police, Arlington

Heights Police Chapter 510

Approved

Mr. Recklaus commended the bargaining teams of both sides. The contract

was resolved after 3 bargaining sessions. The new contract will run for 2

years and 8 months because of the adjustment to the fiscal year.

Officer Todd Radek, AHPD Detective and President of Chapter #510 said

Police Officers in the Village go above and beyond. They have received a

lot of accolades and awards in the last year. He thanked the bargaining

team for taking the time to listen and address officer’s issues. The

outpouring of support for the Police Department from the residents is

phenomenal and humbling.

President Hayes thanked Officer Radek, the Police Officers and the entire

Village’s uniformed personnel.

Trustee Glasgow said other communities have battels over their contracts.

He thanked all involved for coming to the table and reaching a reasonable

conclusion.

Scaletta Seconded the Motion.

XIV. REPORT OF THE VILLAGE MANAGER

A. Sale of Village Property: Golf Road and

Arlington Heights Road Opening of Sealed Bids

The Village Clerk opened and read the three bids for the property. The bids

are:

Troutman & Dams LLC, 2211 N Eltson Ave., Suite 304, Chicago

Illinois: $1,200,000

Paragon Real Estate, LLC & Strategic Real Estate Service Corp, 1900

Spring Road, Suite 503, Oak Brook IL 60523: $1,200,000

John Kallergis, 289 E. Foster Place, Lake Forest, IL 60045:

$1,000,000.

Mr. Recklaus said the proposals will be evaluated to ensure they are in line

with the Village's policies and goals before one is accepted.

XVI. PETITIONS AND COMMUNICATIONS

Trustee Farwell said the Katie Project will be happening soon. If a resident

would like to volunteer or have their smoke detectors checked call Nancy

Kluz at 847-368-5100.

Trustee Sidor reminded residents that now spring is here, to please refrain

from idling their cars to help improve air quality.
