The city of Elgin Committee of the Whole met Dec. 7 to accept public improvements.

Here are the meeting's minutes, as provided by the committee:

The Elgin Committee of the Whole is a less formal meeting of the City Council, which gives members an opportunity to discuss items and ask questions. Meetings are held at 6 p.m. on the second and fourth Wednesday of the month in the City Council Chambers of City Hall, at the Robert Gilliam Municipal Complex, 150 Dexter Court.

B. Consideration of Three-Year Lease Agreement with 164 Division St. LLC for the Elgin Arts Showcase (Approximately $46,000 per year) Objective: Continue to provide cultural arts opportunities and attract visitors to Downtown Elgin.

C. Consideration of Acceptance of Public Improvements and Easements within the Site Located at 508 North McLean Boulevard ($2,600 estimated five-year maintenance cost) Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.

D. Consideration of Acceptance of a Plat of Easement for Stormwater Management Purposes within the Site Located at 750 Davis Road (No cost to the City) Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.

E. Consideration of Acceptance of Stormwater Management Easement at 1200 Gasket Drive – Martam Construction (No cost to the City) Objective: Fulfill the city’s obligation to provide facilities, improvements and appurtenances with various public utilities and distribution systems for serving businesses and residents.

L. Consideration of Purchase of Services Agreement with Elgin Area Chamber of Commerce ($275,000 annually for three-year agreement) Objective: Contract with the Elgin Area Chamber of Commerce to provide economic development services including small businesses assistance, business retention outreach and foreign trade initiatives and other similar programs.

F. Consideration of Acceptance of Public Improvements and Easements within the Site Located at 2601 Galvin Drive ($4,413 estimated five-year maintenance cost) Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.

G. Consideration of Acceptance of Public Improvements and Easement at 2630 Auto Mall Drive ($2,880 estimated five-year maintenance cost) Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.

Consideration of Fire Protection Agreements with Illinois Tool Works, DSM Desotech and St. Charles Properties ($66,748 Revenue) Objective: Provide an economically beneficial way by which the resources of the city’s fire department can be utilized by properties located outside of city borders when required.

K. Consideration of 655 Oak Street - Release of Liens and Other Debts and Amend Community Development Block Grant Annual Action Plan to Facilitate Property’s Demolition and Construction of New Dwelling by Habitat for Humanity ($14,492) Objective: Facilitate the transfer of a problem property and provide funding assistance to Habitat for Humanity to demolish the existing and construct a new, single-family house. M. Selection of a Person to Fill a Public Office, Including a Vacancy in a Public Office, When the Public Body is Given Power to Appoint Under Law or Ordinance, or the Discipline, Performance or Removal of the Occupant of a Public Office, When the Public Body is Given Power to Remove the Occupant Under Law or Ordinance - Exempt Under Section 120/2(c)(3) of the Open Meetings Act
