Park Ridge liquor review board modifies license fee

The Park Ridge Liquor License Review Board met Sept. 19 to modify the license fee.

Acting Mayor and Liquor Commissioner Maloney called the meeting to order at 6:33 pm

I. Roll Call

Deputy Clerk Peterson read the roll call and the following members indicated their presence:

Comm. Bowles, Flyke, Svanascini, and Acting Mayor/Liquor Commissioner Maloney. Comm. Baldi and

Greisbach were absent.

II. Approval of Minutes

Moved by Comm. Flyke. Seconded by Comm. Svanascini.

Motion carried; voice vote.

V. Discussion Items

A. Liquor License Fee modification for establishments serving Beer & Wine only

Liquor Commissioner Maloney explained that the owner of Spuntino’s addressed the City Council at its

September 19 meeting. He indicated that the annual fee of his Liquor License had increased $500

from what he had paid in the past. His argument is that he only serves beer and wine; the License he was

required to obtain, a Class “R” costs $2,500, $500 more, which allows him to serve all types of alcoholic

beverages. He is paying for something he does not wholly utilize. His prior “C type” license allowed him to

serve beer and wine only and cost $2,000. He inquired whether a modification could be made for those

establishments only serving beer and wine.

Acting Mayor Maloney/Liquor Commissioner Maloney explained that the City Council will be addressing matter

in the future. He is seeking the opinion of the Liquor License Review Board.

Acting Mayor/Liquor Commissioner Maloney explained that prior to the rewrite of the liquor code, a “C” type

was available for $2,000. The fees had not been increased for some time. The purpose of the rewrite of the

Liquor Ordinance was to streamline the process; fees were also adjusted accordingly.

Commissioner Bowles questioned the procedure if someone did obtain a beer / wine service license who later

wanted to change to a full service Class “R.” Deputy Clerk Peterson indicated it would be a new application

with a fee adjustment/proration and the request would be formalized through ordinance with the City Council to

change the number and types of licenses issued. She also indicated that this is an ideal time to make the

change since the liquor license renewal process will soon be underway and the application would need to be

revised accordingly.

Comm. Flyke did not oppose the change but recognized the time involvement of having to come before the

board if an establishment owner wanted to change the license type. Why not just pay the $500, from a

streamlined perspective?

Comm. Svanascini questioned the amount of establishments this would affect. He leaned towards making no

change; he liked the simplicity. He also posed a question in regards to the difference of the amount paid for

insurance if a business serves beer and wine only or if an establishment has full alcoholic beverage service.

Acting Mayor/Liquor Commissioner Maloney also leaned towards code simplicity and keeping the code as it is.

Deputy Clerk Peterson indicated that in 2015 there were about four establishments (of about 40) that served

beer and wine only. The number provided was based on past licenses before the Liquor Ordinance rewrite.

The amount paid by an establishment for beer/wine only service and full service remained a question; the

penalty of an establishment who violated beer/wine service was another.

VI. New Business

Acting Mayor/Liquor Commissioner Maloney also indicated that he was questioned by Harp and Fiddle about

extending the hours for service on its patio/beer garden and seeks the opinion of the Board at a future

meeting. He was uncertain whether the current stop time was 10 p.m. or 11 p.m.

The meeting adjourned at 6:46 p.m.
