Consider an Ordinance Granting a Minor Amendment for the Spruce Village Planned Development to Substitute Housing Opportunity Development Corporation for the Kenneth Young Center as the Service Coordinator for the Spruce Village Planned Development - Motion Carried by Voice Vote (Council District: Three) Planning & Zoning Director Ben Vyverberg explained and recommended the minor Planned Development Amendment replacing the Kenneth Young Center as the Service Coordinator for the Spruce Village with the Housing Opportunity Development Corporation for the previously approved 44-unit apartment building at 1980 N. Rand Road. After proper vetting of HODC, staff recommends approval of the change. Jessica Berzac, of UP Development, Chicago, was present. Jessica Hotaling, of Housing Opportunity Development Corporation, Chicago, stated that HODC is expanding west from Evanston and other North Shore suburbs. Consider a Resolution to Approve an Intergovernmental Agreement Between the Village of Palatine and the Palatine Township Road District for Snow and Ice Control Services - Adopted by Voice Vote Public Works Director Matt Barry outlined the history of Palatine Township providing snow and ice control services for over 18 miles of streets in three general areas (Kenilworth/Middleton, Dunhaven/Barrington Woods, and Old Hicks/Gardenia). The cost for the service is based upon the type of equipment used and the number of hours spent on Village streets. The cost for the 2015- 2016 winter season was $26,451. Barry recommended approving the Intergovernmental Agreement between the Village and the Township for snow and ice control services for the 2016-2017 season. The 2015-2016 cost was $58,930.35. Staff recommends extending the contract with Brian Edward Landscaping. Contract cost for the 2015-2016 winter season was $27,890. Staff recommends authorizing the Village Manager to execute the contract extension with M & B Landscaping for snow and ice control services at the Gateway Center Parking Deck. Board of Health unanimously recommended approval of proposed text amendments to Sections 11-81 and 11-82 of the Village’s Code of Ordinances and staff concurs. Councilman Millar suggested a link to the code that is currently being used. RECOGNITION OF AUDIENCE – Time: 7:18 PM Barbra Letos, 2024 Rand Road, Palatine, addressed the Council on legalizing video gaming in Palatine. She referenced the referendum in 2014 and noted the vote rejecting video gaming. She encouraged revisiting the issue, favoring the legalization of video gaming to benefit businesses in Palatine and the Village coffers. She provided reports of her research on the topic. Mayor Schwantz explained the position of the Council. Councilman Helms suggested the possibility of a residents' petition for a referendum. Minutes October 3, 2016 VILLAGE OF PALATINE Page 11 Len Greene, resident, addressed the Council regarding the District 15 Referendum on the November 8th ballot. He asked the Village to assist in educating residents on the referendum. He recommended residents visit the District 15 website for information supporting the referendum and www.4rKids.com presenting concerns opposing the referendum. Greene encouraged voters to be informed, to educate themselves on the issues. He mentioned the LWV forum tomorrow, Tuesday, October 4th at 4:00 PM at the Palatine Public Library.
