Park Ridge Animal Commission gathers to consider business items

The City of Park Ridge Animal Commission met Monday, July 18.

The Park Ridge Animal Commission consists of three citizen members who serve overlapping three-year terms. Its objective is to make determinations regarding whether a particular animal is a dangerous animal or at-risk animal, as defined in the Park Ridge Municipal Code. The commission meets as needed.

Here are the meeting minutes as provided by the Park Ridge Animal Commission:

Animal Commission Meeting Second Floor Conference Room Monday, July 18, 2016 6:00 p.m.

Members Present: Marion Ignoffo & Bill Urquhart

Members Absent: Kevin Collins

Staff Present: CSO K. Poirier, Recording Secretary K. Hodge

Others Present:

The meeting was called to order at 6:07 p.m.

I. Roll Call - Roll Call was taken. Commissioners Ignoffo and Urqhuart were present.

Commission Collins was absent.

II. Approve Minutes – Commissioner Urquhart made a motion to approve the minutes from the

May 2, 2016 meeting. Commissioner Ignoffo seconded. The motion passed.

III. Action Items

1. Review Removal of #16-01587

The following persons indicated their presence: victim Mr. Howard Lodding and witness Ms. Traci Lodding. The dog owner, Ms. Cheryl Breslin, was not present. Commissioner Ignoffo summarized the report.

In summary, Mr. Lodding stated that he and his wife were on the sidewalk, the dog and his owner were in the parkway and she was cleaning up after him. The dog was on an extendable leash, and he ran towards them, circled around them and jumped and bit Mr. Lodding’s left arm. The owner had just said the dog does not bite, but Mr. Lodding informed her that the dog did bite him. Then the dog was able to get out of his harness and chased a jogger. The owner was then able to retrieve the dog. The owner apologized to Mr. Lodding and provided her contact information. He went home and cleaned out the bite, made a police report, and went to the doctor and received a tetanus shot. Mr. Lodding stated that his only concern was that the incident as documented and that the dog had its shots, which it did.

The commissioners discussed the non-compliant extendable leashes and lack of control when using those types of leashes. Mr. Lodding stated that when the leash extended, the owner panicked and lost control. Mrs. Lodding stated that the jogger also told the owner to control her dog.

Commissioner Ignoffo stated that the case will be continued to August 22, 2016, to give the owner another chance to appear and provide her summary of the incident. She advised Mr. and Mrs. Lodding that they do not need to appear again, unless they want to.

Mr. Lodding stated that the dog owner was nice and apologetic. He added that the entire incident was handled very professionally by the officers and the police desk personnel, and that is why they felt so strongly about attending adjudication and the Animal Commission meeting. He appreciated that the City takes these incidents seriously.

V. Old Business

CSO Poirer stated that Grace, #16-00669, was deemed to be “at risk” on April 4, 2016. Staff has received proof of animal license with the City and satisfactory completion of obedience training. She is compliant at this time.
